surah Ghafir aya 78 , English translation of the meaning Ayah.
﴿وَلَقَدْ أَرْسَلْنَا رُسُلًا مِّن قَبْلِكَ مِنْهُم مَّن قَصَصْنَا عَلَيْكَ وَمِنْهُم مَّن لَّمْ نَقْصُصْ عَلَيْكَ ۗ وَمَا كَانَ لِرَسُولٍ أَن يَأْتِيَ بِآيَةٍ إِلَّا بِإِذْنِ اللَّهِ ۚ فَإِذَا جَاءَ أَمْرُ اللَّهِ قُضِيَ بِالْحَقِّ وَخَسِرَ هُنَالِكَ الْمُبْطِلُونَ﴾
[ غافر: 78]
40:78 And We have already sent messengers before you. Among them are those [whose stories] We have related to you, and among them are those [whose stories] We have not related to you. And it was not for any messenger to bring a sign [or verse] except by permission of Allah. So when the command of Allah comes, it will be concluded in truth, and the falsifiers will thereupon lose [all].
Tafsir Ibn Katheer in EnglishO Messenger! I have sent many messengers before you to their people, but they rejected them and caused them harm.
The messengers were patient upon the rejection and harm they faced.
From among these messengers are those whom I have related their stories to you, and those whose stories I have not related.
It is not correct for a messenger to bring a sign to his people from his Lord, except if He ( may He be glorified ) wishes for him to bring it.
So, for the disbelievers to demand signs is wrong.
When the decree of Allah for victory or judgement in favour of the messengers against their nations happens, the judgement will be made fairly.
The disbelievers will then be destroyed and the messengers will be saved.
At that point when the judgement is made between the servants, the people of falsehood will lose out by having put themselves in a position of doom by committing disbelief.

And, indeed We have sent Messengers before you (O Muhammad SAW); of some of them We have related to you their story and of some We have not related to you their story, and it was not given to any Messenger that he should bring a sign except by the Leave of Allah. So, when comes the Commandment of Allah, the matter will be decided with truth, and the followers of falsehood will then be lost.

Walaqad arsalna rusulan min qablika minhum man qasasna AAalayka waminhum man lam naqsus AAalayka wama kana lirasoolin an yatiya biayatin illa biithni Allahi faitha jaa amru Allahi qudiya bialhaqqi wakhasira hunalika almubtiloona
Abdullah Yusuf Ali - Translation
We did aforetime send messengers before thee: of them there are some whose story We have related to thee, and some whose story We have not related to thee. It was not (possible) for any messenger to bring a sign except by the leave of Allah: but when the Command of Allah issued, the matter was decided in truth and justice, and there perished, there and then those who stood on Falsehoods.

Before you O Muhammad We sent Messengers to their people, some of whom We mentioned and narrated to you their stories and some we did not relate to you their account, nor was it ever in the power of any Messenger to display an act of a miraculous nature but through Allahs instrumentality and authorization. And when His command comes to pass, here or Hereafter. judgement is conducted in equity and justice. There and then shall the loss fall on those given to intentional assertion of what is false
Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi
(40:78) Indeed We sent many Messengers before you: of them there are some whose account We have narrated to you and there are others whose account We have not narrated to you. *107 It did not lie in any Messenger's power to bring any Sign *108 except with Allah's leave. So when Allah's decree came, the matter was decided with justice, and those steeped in error courted utter loss, *109 then and there.
And We have already sent messengers before you. Among them are those meaning
*107) A new theme starts from here. The disbelievers of Makkah said to the Holy Prophet, "We would not believe you to be Allah's Messenger unless you showed us the miracle that we ask you to show us." In the following verses an answer is being given to this very demand without mentioning it. (For the type of the miracles they demanded, see Hud: 12, Al-Hijr 7, Bani Isra'il: 90-93, Al-Furqan: 21 and the E.N.'s thereof).
*108) That is, "No Prophet ever showed a miracle by his own will and desire, nor had any Prophet the power to show a miracle by himself. Whenever a miracle was shown through a Prophet, it was shown when Allah willed it to be shown through him to the disbelievers." This is the first answer to the disbelievers' demand.
*109) That is, "A miracle has never been shown for the mere fun of it. It is a decisive thing. If a nation does not believe even after a miracle has been shown, it is destroyed. You are demanding a miracle only for the sake of fun, but you have no idea that by making such a demand you arc, in fact, inviting yow own doom. " This is the second answer to their demand. (For details, please sec AIHijr: 8, 58-60, Bani Isra'il 59, AI-Anbiya': 5-9, Al-Furqan: 22-23, Ash-Shua`ra': 66-67 and the E.N.'s thereof ).
And We have already sent messengers before you. Among them are those meaning in Urdu
اے نبیؐ، تم سے پہلے ہم بہت سے رسول بھیج چکے ہیں جن میں سے بعض کے حالات ہم نے تم کو بتائے ہیں اور بعض کے نہیں بتائے کسی رسول کی بھی یہ طاقت نہ تھی کہ اللہ کے اذن کے بغیر خود کوئی نشانی لے آتا پھر جب اللہ کا حکم آگیا تو حق کے مطابق فیصلہ کر دیا گیا اور اُس وقت غلط کار لوگ خسارے میں پڑ گئے
