surah Al Imran aya 82 , English translation of the meaning Ayah.
﴿فَمَن تَوَلَّىٰ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ﴾
[ آل عمران: 82]
3:82 And whoever turned away after that - they were the defiantly disobedient.
Tafsir Ibn Katheer in EnglishWhoever turns away after this promise witnessed by Allah and His messengers, they are the ones who leave the religion of Allah and His obedience.

Then whoever turns away after this, they are the Fasiqun (rebellious: those who turn away from Allah's Obedience).

Faman tawalla baAAda thalika faolaika humu alfasiqoona

If any turn back after this, they are perverted transgressors.
Safi-ur-Rahman al-Mubarakpuri
Then whoever turns away after this, they are the rebellious.
