﴿إِنَّ الَّذِينَ تَوَفَّاهُمُ الْمَلَائِكَةُ ظَالِمِي أَنفُسِهِمْ قَالُوا فِيمَ كُنتُمْ ۖ قَالُوا كُنَّا مُسْتَضْعَفِينَ فِي الْأَرْضِ ۚ قَالُوا أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا ۚ فَأُولَٰئِكَ مَأْوَاهُمْ جَهَنَّمُ ۖ وَسَاءَتْ مَصِيرًا﴾
[ النساء: 97]

English - Sahih International

4:97 Indeed, those whom the angels take [in death] while wronging themselves - [the angels] will say, "In what [condition] were you?" They will say, "We were oppressed in the land." The angels will say, "Was not the earth of Allah spacious [enough] for you to emigrate therein?" For those, their refuge is Hell - and evil it is as a destination.

Abridged Explanation of the Quran

When the angels take the souls of those who wrong themselves by not migrating from the land of disbelief to the land of Islam, the angels say to them at that time, while reprimanding them, ‘What was the status of your religion that you did not migrate?’ They reply, presenting the excuse, ‘We were weak and powerless, and we could not defend ourselves’.
The angels again criticise them, ‘Were not the lands of Allah spacious enough for you to leave the place you were in order to save your religion and yourselves from humiliation and domination?’ The end of those who did not migrate will be the fire of Hell, where they will settle.
What an evil place of return it will be for them! This is because their failure to migrate, despite being able to do so, indicates that they were not true in their Islam.

Verily! As for those whom the angels take (in death) while they are wronging themselves (as they stayed among the disbelievers even though emigration was obligatory for them), they (angels) say (to them): "In what (condition) were you?" They reply: "We were weak and oppressed on earth." They (angels) say: "Was not the earth of Allah spacious enough for you to emigrate therein?" Such men will find their abode in Hell - What an evil destination!

Inna allatheena tawaffahumu almalaikatu thalimee anfusihim qaloo feema kuntum qaloo kunna mustadAAafeena fee alardi qaloo alam takun ardu Allahi wasiAAatan fatuhajiroo feeha faolaika mawahum jahannamu wasaat maseeran

When angels take the souls of those who die in sin against their souls, they say: "In what (plight) Were ye?" They reply: "Weak and oppressed Were we in the earth." They say: "Was not the earth of Allah spacious enough for you to move yourselves away (From evil)?" Such men will find their abode in Hell,- What an evil refuge! -

Almuntakhab Fi Tafsir Alquran Alkarim

Those who are caught in the Jaws of death discrediting themselves with wrongful actions shall be questioned by the angels of death who disembody their souls, thus: What has become of you, and what was your reaction to oppression and humiliation? The powerful citizens, oppressed the weak by tyrannical exercise of power answer the wrongful Was Allahs earth not extensive enough, to migrate into another country and come to settle therein! ask the angels. Such persons are destined to Hell, and evil indeed is the intended end


Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(4:97) While taking the souls of those who were engaged in wronging themselves, *129 the angels asked: 'In what circumstances were you?' They replied: 'We were too weak and helpless in the land.' The angels said: 'Was not the earth of Allah wide enough for you to emigrate in it?' *130 For such men their refuge is Hell - an evil destination indeed;

Indeed, those whom the angels take [in death] while wronging themselves - meaning

*129). The reference here is to those who stay behind along with the unbelievers, despite no genuine disability. They are satisfied with a life made up of a blend of Islamic and un-Islamic elements, even though they have had the chance to migrate to the Dar al-Islam and thus enjoy a full Islamic life. This is the wrong that they committed against themselves. What kept them satisfied with the mixture of Islamic and un-Islamic elements in their life was not any genuine disability but their love of ease and comfort, their excessive attachment to their kith and kin and to their properties and worldly interests. These concerns had exceeded reasonable limits and had even taken precedence over their concern for their religion (see also n. 116 above).

Those people who had willingly acquiesced to living under an un-Islamic order would be called to account by God and would be asked: If a certain territory was under the dominance of rebels against God, so that it had become impossible to follow His Law, why did you continue to live there? Why did you not migrate to a land where it was possible to follow the law of God?

جو لوگ اپنے نفس پر ظلم کر رہے تھے اُن کی روحیں جب فرشتوں نے قبض کیں تو ان سے پوچھا کہ یہ تم کس حال میں مبتلا تھے؟ انہوں نے جواب دیا کہ ہم زمین میں کمزور و مجبور تھے فرشتوں نے کہا، کیا خدا کی زمین وسیع نہ تھی کہ تم اس میں ہجرت کرتے؟ یہ وہ لوگ ہیں جن کا ٹھکانا جہنم ہے اور بڑا ہی برا ٹھکانا ہے
