surah Tawbah aya 92 , English translation of the meaning Ayah.
﴿وَلَا عَلَى الَّذِينَ إِذَا مَا أَتَوْكَ لِتَحْمِلَهُمْ قُلْتَ لَا أَجِدُ مَا أَحْمِلُكُمْ عَلَيْهِ تَوَلَّوا وَّأَعْيُنُهُمْ تَفِيضُ مِنَ الدَّمْعِ حَزَنًا أَلَّا يَجِدُوا مَا يُنفِقُونَ﴾
[ التوبة: 92]
9:92 Nor [is there blame] upon those who, when they came to you that you might give them mounts, you said, "I can find nothing for you to ride upon." They turned back while their eyes overflowed with tears out of grief that they could not find something to spend [for the cause of Allah].
Tafsir Ibn Katheer in EnglishThere is likewise no sin on those who stay behind from you after coming to you, O Messenger, asking you to give them an animal to ride and you said to them, ‘I do not have any animal to give you to ride’.
They then turned away from you with their tears flowing out of sorrow that they could not find anything to spend of their own or from your side.

Nor (is there blame) on those who came to you to be provided with mounts, and when you said: "I can find no mounts for you," they turned back, while their eyes overflowing with tears of grief that they could not find anything to spend (for Jihad).

Nor (is there blame) on those who came to thee to be provided with mounts, and when thou saidst, "I can find no mounts for you," they turned back, their eyes streaming with tears of grief that they had no resources wherewith to provide the expenses.
Safi-ur-Rahman al-Mubarakpuri
Nor (is there blame) on those who came to you to be provided with mounts, when you said: "I can find no mounts for you," they turned back, with their eyes overflowing with tears of grief that they could not find anything to spend.
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".

Absolved also are those who come to you O Muhammad intending sincerely to join your expedition and you tell them: I do not have the means to carry you to the battle field and they weep their fill due to their disappointment. They are grieved at heart over their inability to contribute to Allahs purpose which is the heart of their purpose

(9:92) Likewise there can be no ground for criticising those people who came to you in person and requested you to provide them with mounts. For when you said to them, "I am unable to provide you with mounts, they returned with heavy hearts, their eyes overflowing with tears: they were filled with sorrow that they had no means of going forth for Jihad at their own expense. *93

*93) Such people as felt a strong urge for Jihad but could not join it because of some really genuine excuse, will be counted by Allah among those who actually took part in it, even though they could not join it in person and do anything practically for it. This is because they were sincerely grieved at their absence from Jihad for no fault of theirs, just as a man of the world would be grieved if he were deprived of some lucrative business or of some high profit. AIlah considers such a one as on duty, because his heart was serving in the Way of Allah, though he had been deprived of active service on account of some genuine excuse. The Holy Prophet, while returning from Tabuk, stated the same thing like this: "There are some people at Al-Madinah (at this time) who have been travelling and marching all along with you through every valley. Naturally the Companions to whom he was speaking were wonder struck at this. So they asked, "While staying at Al-Madinah?" He replied, "Yes! while staying at AIMadinah! This is because they were compelled by the circumstances to stay behind at AI-Madinah: otherwise they would certainly have accompanied you. "

اسی طرح اُن لوگوں پر بھی کوئی اعتراض کا موقع نہیں ہے جنہوں نے خود آ کر تم سے درخواست کی تھی کہ ہمارے لیے سواریاں بہم پہنچائی جائیں، اور جب تم نے کہا کہ میں تمہارے لیے سواریوں کا انتظام نہیں کرسکتا تو وہ مجبوراً واپس گئے اور حال یہ تھا کہ ان کی آنکھوں سے آنسو جاری تھے اور انہیں اس بات کا بڑا رنج تھا کہ وہ اپنے خرچ پر شریک جہاد ہونے کی مقدرت نہیں رکھتے
