42:28 And it is He who sends down the rain after they had despaired and spreads His mercy. And He is the Protector, the Praiseworthy.

Abridged Explanation of the Quran

He is the One Who sends down the rain to His servants after they had lost hope of its coming down.
He spreads His mercy by causing the earth to sprout after sending down the rain.
He is the One Who takes charge of the affairs of His servants, the One Who deserves praise in every state.

Muhammad Taqiud-Din alHilali

And He it is Who sends down the rain after they have despaired, and spreads abroad His Mercy. And He is the Wali (Helper, Supporter, Protector, etc.), Worthy of all Praise.

Wahuwa allathee yunazzilu alghaytha min baAAdi ma qanatoo wayanshuru rahmatahu wahuwa alwaliyyu alhameedu

He is the One that sends down rain (even) after (men) have given up all hope, and scatters His Mercy (far and wide). And He is the Protector, Worthy of all Praise.
