﴿لِّيُنذِرَ مَن كَانَ حَيًّا وَيَحِقَّ الْقَوْلُ عَلَى الْكَافِرِينَ﴾
[ يس: 70]
36:70 To warn whoever is alive and justify the word against the disbelievers.
Tafsir Ibn Katheer in EnglishTo warn whose hearts are alive and they still have insight, for they are the ones who will benefit from it, And to establish the punishment against the disbelievers by making our signs manifest to them leaving them with no excuse.
Muhammad Taqiud-Din alHilali
That he or it (Muhammad SAW or the Quran) may give warning to him who is living (a healthy minded the believer), and that Word (charge) may be justified against the disbelievers (dead, as they reject the warnings).

That it may give admonition to any (who are) alive, and that the charge may be proved against those who reject (Truth).
