15:1 Alif, Lam, Ra. These are the verses of the Book and a clear Qur'an.

Quran 15:1 Tafsir Al-Jalalayn
Alif lām rā’ God knows best what He means by these letters. Those — these verses — are the verses of the Book the Qur’ān āyātu’l-kitābi this annexation functions in the sense of min ‘from’ and of a manifest Qur’ān one that makes evident what is truth and what is falsehood wa-qur’ānin mubīnin is made up of a supplement with an added adjectival qualification.
Almuntakhab Fi Tafsir Alquran Alkarim
(Alef), L. (lam) R. (Raa), the Surah opens with these letters introductory from the Arabic Alphabet to draw attention to the miracle of the Quran which though written in the peoples tongue, cannot be emulated. These are divine prosy discoursed verses of the Book and a perspicuous Quran which stands manifest of enlightenment and imparting knowledge, wisdom and spiritual light

Al-Hijr was revealed in Makkah
بِسْمِ اللَّهِ الرَّحْمَـنِ الرَّحِيمِ
In the Name of Allah, the Most Gracious, the Most Merciful.
The Disbelievers will someday wish that They had been Muslims
We have already discussed the letters which appear at the beginning of some Surahs.
Allah said:
رُّبَمَا يَوَدُّ الَّذِينَ كَفَرُواْ
( How much would those who disbelieved wish ) Here Allah tells us that they will regret having lived in disbelief, and will wish that they had been Muslims in this world.
Regarding Allah's saying,
رُّبَمَا يَوَدُّ الَّذِينَ كَفَرُواْ لَوْ كَانُواْ مُسْلِمِينَ
( How much would those who disbelieved wish that they had been Muslims. ) Sufyan Ath-Thawri reported from Salamah bin Kuhayl, who reported from Abi Az-Za`ra', from `Abdullah, who said: "This is about the Jahannamiyyun ( the sinners among the believers who will stay in Hell for some time ), when they the disbelievers see them being brought out of Hell."
رُّبَمَا يَوَدُّ الَّذِينَ كَفَرُواْ لَوْ كَانُواْ مُسْلِمِينَ
( How much would those who disbelieved wish that they had been Muslims. ) Ibn Jarir reported that Ibn `Abbas and Anas bin Malik explained that this Ayah refers to the Day when Allah will detain the sinful Muslims in Hell along with the idolators.
He said: "The idolators will say to them, `What you used to worship on earth has not helped you.' Then by virtue of His mercy, Allah will be angry for their sake, and He will remove them from it.
That is when
رُّبَمَا يَوَدُّ الَّذِينَ كَفَرُواْ لَوْ كَانُواْ مُسْلِمِينَ
( How much would those who disbelieved wish that they had been Muslims )."
ذَرْهُمْ يَأْكُلُواْ وَيَتَمَتَّعُواْ
( Leave them to eat and enjoy ) this is a stern and definitive threat for them, like His saying,
قُلْ تَمَتَّعُواْ فَإِنَّ مَصِيرَكُمْ إِلَى النَّارِ
( Say: "Enjoy your brief life! But certainly, your destination is the Fire!" ) 14:30
كُلُواْ وَتَمَتَّعُواْ قَلِيلاً إِنَّكُمْ مُّجْرِمُونَ
( (O disbelievers! ) Eat and enjoy yourselves ( in this worldly life ) for a little while.
Verily, you are the guilty.)77:46 Allah says:
وَيُلْهِهِمُ الاٌّمَلُ
( let them be preoccupied with false hope. ) i.e., distracted from repentance and turning to Allah, for
فَسَوْفَ يَعْلَمُونَ
( They will soon come to know! ) that is, their punishment.

(15:1) Alif Lam Ra. These are the verses of the Divine Book and the lucid Quran. *1
Alif, Lam, Ra. These are the verses meaning
*1) This verse is the brief introduction to the Surah, and immediately after this begins its theme.
" These are the verses of the lucid Qur'an ": These are the verses of that Qur'an which makes its meaning lucid and understandable.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
And from his chain of transmitters on the authority of Ibn ’Abbas that he said in explanation of Allah’s saying ( Alif. Lam. Ra. ): ’( Alif. Lam. Ra. ) He says: I am Allah, and I see; it is also said that this is an oath, Allah swore by the Alif and by the Lam and by the Ra. ( These are verses of the Scripture ) this surah consists of verses from the Scripture ( and a plain Reading ) He says: I swear by the Qur’an which makes plain the lawful and the prohibited, the commands and prohibitions.

Alif-Lam-Ra. [These letters are one of the miracles of the Quran, and none but Allah (Alone) knows their meanings]. These are the Verses of the Book, and a plain Quran.
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".
