Quran 17:106 Tafsir Al-Jalalayn
And it is a Qur’ān qur’ānan is in the accusative because of the verb governing it which is the following that We have divided that We have revealed in portions over 20 or 23 years that you may recite it to mankind at intervals gradually and with deliberateness so that they are able to comprehend it and We have revealed it by successive revelation one part after another according to what is best for mankind.
Almuntakhab Fi Tafsir Alquran Alkarim
A Quran that has been revealed in partible division at intervals so that you may recite it O Muhammad to the people slowly and deliberately. We revealed it in succeeding stages and each part with the others makes up the whole
Quran 17:106 Tafsir Ibn Kathir
The Revelation of the Qur'an in Stages
Allah tells us that His Book, the Glorious Qur'an, has been sent with truth, i.e., it contains the truth, as Allah says:
لَّـكِنِ اللَّهُ يَشْهَدُ بِمَآ أَنزَلَ إِلَيْكَ أَنزَلَهُ بِعِلْمِهِ وَالْمَلَـئِكَةُ يَشْهَدُونَ
( But Allah bears witness to that which He has sent down unto you; He has sent it down with His knowledge, and the angels bear witness ) 4:166 meaning, it contains the knowledge which Allah wanted to teach to you, with His rulings, commands and prohibitions.
وَبِالْحَقِّ نَزَلَ
( and with truth it has descended. ) means, "It has been sent down to you, O Muhammad, preserved and protected, not contaminated or mixed with anything else, with nothing added or taken away.
It has come to you with the truth, brought down by one mighty in power, trustworthy and strong, one who is obeyed by the higher group ( angels ).'
وَمَآ أَرْسَلْنَاكَ
( And We have sent you ) O Muhammad
إِلاَّ مُبَشِّرًا وَنَذِيرًا
( as nothing but a bearer of glad tidings and a warner ).
a bearer of glad tidings for the believers who obey you and a warner to the disbelievers who disobey you.
وَقُرْءانًا فَرَقْنَاهُ
( And (it is ) a Qur'an which We have divided), The word translated here as "We have divided" may be read in two ways.
If it is read as "Faraqnahu", with no Shaddah, the meaning is: `We have made it depart from Al-Lawh Al-Mahfuz to Bayt Al-`Izzah in the lowest heaven, then it was revealed in stages to the Messenger of Allah ﷺ, according to events, over a period of twenty-three years.' This was narrated by `Ikrimah from Ibn `Abbas.
It was also narrated that Ibn `Abbas read it as "Farraqnahu", with a Shaddah, meaning, `We revealed it Ayah by Ayah , and have explained it and made it clear.' Hence Allah says:
لِتَقْرَأَهُ عَلَى النَّاسِ
( in order that you might recite it to men ), meaning, convey it to the people and recite it to them,
عَلَى مُكْثٍ
( at intervals. ) meaning slowly.
وَنَزَّلْنَـهُ تَنْزِيلاً
( And We have revealed it by stages. ) means, little by little.
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(17:106) And we have sent down this Qur'an piecemeal so that you may recite it to the people gradually piece by piece, and We have sent it down by gradual Revelations *119 (to suit particular occasions).
And [it is] a Qur'an which We meaning
*119) This is an answer to this objection: " Why has not Allah sent down His Message as a whole? Why is He sending it piecemeal? Has Allah any need to think deliberately what to send down? " As the answer to this objection has been given in XVI: 101-102 and in the Explanatory Notes 104-106 added to them, there is no need to repeat the same here.

( And (it is ) a Qur’an) And We have sent Gabriel with the Qur’an ( that We have divided ) We explained therein the lawful and unlawful, the commands and prohibitions, ( that thou mayst recite it unto mankind at intervals ) in a composed manner, deliberately and thoughtfully, ( and We have revealed it by (successive ) revelation) We have exposited it clearly; it is also said that this means: We have sent Gabriel with the Qur’an in different phases, each time with two or three verses, and so on and so forth.

And (it is) a Quran which We have divided (into parts), in order that you might recite it to men at intervals. And We have revealed it by stages. (in 23 years).
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".
