﴿إِنَّ اللَّهَ يُدْخِلُ الَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ جَنَّاتٍ تَجْرِي مِن تَحْتِهَا الْأَنْهَارُ ۚ إِنَّ اللَّهَ يَفْعَلُ مَا يُرِيدُ﴾
[ الحج: 14]
22:14 Indeed, Allah will admit those who believe and do righteous deeds to gardens beneath which rivers flow. Indeed, Allah does what He intends.

Quran 22:14 Tafsir Al-Jalalayn
Truly God shall admit those who believe and perform righteous deeds in the way of obligatory and supererogatory acts of worship into gardens underneath which rivers flow. Indeed God does whatever He desires in the way of showing beneficence to those who obey Him and degrading those who disobey Him.

The Reward of the Righteous
The mention of the misguided who are doomed is followed by mention of the righteous who are blessed.
They are those who believe firmly in their hearts and confirm their faith by their actions, doing all kinds of righteous deeds and avoiding evil actions.
Because of this, they will inherit dwellings in the lofty ranks of the gardens of Paradise.
So Allah tells us that He sends those astray and guides these, and says:
إِنَّ اللَّهَ يَفْعَلُ مَا يُرِيدُ
( Verily, Allah does what He wills. )

(22:14) As for those who believed and did righteous deeds, *20 Allah will admit them to Gardens underneath which canals will be flowing. Allah does whatever He wills. *21
Indeed, Allah will admit those who believe meaning
*20) " Those who believed and did righteous deeds " are quite different from the wavering Muslims, for they have a firm belief in Allah, His Prophet and the Hereafter.
Therefore they follow the way of Truth both in prosperity and in adversity.
*21) That is, " Allah's powers are unlimited: He may bestow anything on anyone He wills in this world or in the Hereafter or in both, and bar anything from anyone.
None has the power to interfere with what He wills and dces ".

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( Lo! Allah causeth those who believe ) in Muhammad ( pbuh ) and in the Qur’an ( and do good works ) acts of obedience between them and their Lord ( to enter the Gardens beneath ) beneath their trees and habitations ( which rivers ) rivers of wine, water, honey and milk ( flow. Lo! Allah doth what He intendeth ) whether it is bestowing bliss or inflicting damnation. This was also revealed about them when they said: we are afraid that Muhammad does not triumph in this world and, thus, we would loose the affinity existing between us and the Jews.

Truly, Allah will admit those who believe (in Islamic Monotheism) and do righteous good deeds (according to the Quran and the Sunnah) to Gardens underneath which rivers flow (in Paradise). Verily, Allah does what He wills.
