﴿وَلِلَّهِ يَسْجُدُ مَن فِي السَّمَاوَاتِ وَالْأَرْضِ طَوْعًا وَكَرْهًا وَظِلَالُهُم بِالْغُدُوِّ وَالْآصَالِ ۩﴾
[ الرعد: 15]
13:15 And to Allah prostrates whoever is within the heavens and the earth, willingly or by compulsion, and their shadows [as well] in the mornings and the afternoons.

And to God prostrate whoever is in the heavens and the earth willingly such as believers or unwillingly such as hypocrites and those coerced by the sword and their shadows also prostrate in the mornings and the evenings.

To Allah Who controls the fate of all, do all beings, the material and the immaterial, in the heavens and on earth submit to His government and to His supreme controlling and influencing power willingly or unwillingly. So do the shadows they cast on the ground or on a surface by the intercepting sun rays fore and afternoon, and other luminary in the hull of the eve
Quran 13:15 Tafsir Ibn Kathir
Everything prostrates unto Allah
Allah affirms His might and power, for He has full control over everything, and everything is subservient to Him.
Therefore, everything, including the believers, prostrate to Allah willingly, while the disbelievers do so unwillingly,
وَظِلَـلُهُم بِالْغُدُوِّ
( and so do their shadows in the mornings ), in the beginning of the days,
وَالاٌّصَالِ
( and in the afternoons. ) towards the end of the days.
Allah said in another Ayah,
أَوَ لَمْيَرَوْاْ إِلَىخَلَقَ اللَّهُ مِن شَىْءٍ يَتَفَيَّأُ
( Have they not observed things that Allah has created: (how ) their shadows incline.) 16:48
قُلْ مَن رَّبُّ السَّمَـوَتِ وَالاٌّرْضِ قُلِ اللَّهُ قُلْ أَفَاتَّخَذْتُمْ مِّن دُونِهِ أَوْلِيَآءَ لاَ يَمْلِكُونَ لأَنْفُسِهِمْ نَفْعًا وَلاَ ضَرًّا قُلْ هَلْ يَسْتَوِى الاٌّعْمَى وَالْبَصِيرُ أَمْ هَلْ تَسْتَوِى الظُّلُمَـتُ وَالنُّورُ أَمْ جَعَلُواْ للَّهِ شُرَكَآءَ خَلَقُواْ كَخَلْقِهِ فَتَشَابَهَ الْخَلْقُ عَلَيْهِمْ قُلِ اللَّهُ خَـلِقُ كُلِّ شَىْءٍ وَهُوَ الْوَاحِدُ الْقَهَّـرُ
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(13:15) For it is Allah alone before Whom everything in the heavens and the earth bows down willingly or un-willingly, *24 and the shadows of all things bow down before Him in the morning and the evening. *25
And to Allah prostrates whoever is within meaning
*24) " ...
everything in the heavens and the earth bows down before Allah " in the same sense that every creation of His has to obey and submit to His Physical Law in every detail.
The only difference between the submission of a Believer and an unbeliever is that the former submits to it with a willing heart while the latter is forced to do so against his will, for it is absolutely beyond his power to oppose it.
*25) " The shadows bow down " in the sense that they fall to the west in the morning and to the cast in the evening and so on.
This shows that they, too, have to submit to some Law.

Everything prostrates unto Allah

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( And unto Allah falleth prostrate ) pray to and worship ( whosoever is in the heavens ) the angels ( and the earth ) the believing servants, ( willingly ) this refers to the dwellers of heaven for their worship is performed without any hardship ( or unwillingly ) this refers to the dwellers of earth, for their worship is performed with some hardship; it is also said that ( willingly ) is in reference to the sincere believers while ( unwillingly ) refers to the hypocrites; it is also said that ( willingly ) refers to those who were born Muslim while ( unwillingly ) refers to those who were coerced to embrace Islam, ( as do their shadows ) the shadows of those who prostrate to Allah also prostrate ( in the morning and the evening hours ) in the morning they do so on the right side and in the evening on the left side.

And unto Allah (Alone) falls in prostration whoever is in the heavens and the earth, willingly or unwillingly, and so do their shadows in the mornings and in the afternoons.
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".
