﴿الَّذِينَ يَسْتَمِعُونَ الْقَوْلَ فَيَتَّبِعُونَ أَحْسَنَهُ ۚ أُولَٰئِكَ الَّذِينَ هَدَاهُمُ اللَّهُ ۖ وَأُولَٰئِكَ هُمْ أُولُو الْأَلْبَابِ﴾
[ الزمر: 18]
39:18 Who listen to speech and follow the best of it. Those are the ones Allah has guided, and those are people of understanding.

Quran 39:18 Tafsir Al-Jalalayn
who listen to the words of God and follow the best sense of it which is that which contains the means to righteousness for them. Those they are the ones whom God has guided; and those they are the people of pith the possessors of intellect.
Almuntakhab Fi Tafsir Alquran Alkarim
My worshippers who listen to the discourse and choose with deliberation the best course to follow as of forgiveness in lieu of retaliation. These are they who have the world all before them and Providence their guide and it is these who apprehend virtue as well as the voice from heaven
Quran 39:18 Tafsir Ibn Kathir
Good News for the Righteous `Abdur-Rahman bin Zayd bin Aslam said, narrating from his father
وَالَّذِينَ اجْتَنَبُواْ الطَّـغُوتَ أَن يَعْبُدُوهَا
( Those who avoid At-Taghut by not worshipping them ) was revealed concerning Zayd bin `Amr bin Nufayl and Abu Dharr and Salman Al-Farisi, may Allah be pleased with them.
The correct view is that it includes them and all others who avoided worshipping idols and turned to the worship of Ar-Rahman.
These are the people for whom there is good news in this world and in the Hereafter.
Then Allah says:
فَبَشِّرْ عِبَادِالَّذِينَ يَسْتَمِعُونَ الْقَوْلَ فَيَـتَّبِعُونَ أَحْسَنَهُ
( so announce the good news to My servants -- those who listen to the Word and follow the best thereof, ) meaning, those who understand it and act in accordance with it.
This is like the Words of Allah, may He be exalted, to Musa, peace be upon him, when He gave him the Tawrah:
فَخُذْهَا بِقُوَّةٍ وَأْمُرْ قَوْمَكَ يَأْخُذُواْ بِأَحْسَنِهَا
( Hold unto these with firmness, and enjoin your people to take the better therein ) ( 7:145 ).
أُوْلَـئِكَ الَّذِينَ هَدَاهُمُ اللَّهُ
( those are whom Allah has guided ) means, those who are described in this manner are the ones whom Allah has guided in this world and the Hereafter.
وَأُوْلَـئِكَ هُمْ أُوْلُو الاٌّلْبَـبِ
( and those are men of understanding. ) means, they possess sound reasoning and an upright nature.
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(39:18) to those who pay heed to what is said and follow the best of it. *36 They are the ones whom Allah has guided to the Right Way; they are the ones endowed with understanding.

*36) This verse can have two meanings: ( 1 ) That they do not follow every voice but ponder over what every man says and accept only what is right and true; and ( 2 ) that they do not try to give a false meaning to what they hear but adopt its good and righteous aspects.
Tafsir Maarif-ul-Quran Mufti Muhammad Shafi

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
Who hear advice) words ( and follow the best thereof ) and follow the wisest and clearest of these words, in that they desire it and act upon it. ( Such are those whom Allah guideth ) to veracity and right way; it is also said that this means: to the best of things, ( and such are men of understanding ) such are those possessed of intellect among people, i.e. Abu Bakr and his fellow believers and whoever follows them in the practice of the Sunnah and adherence to the community of believers.
Muhammad Taqiud-Din alHilali
Those who listen to the Word [good advice La ilaha ill-Allah (none has the right to be worshipped but Allah) and Islamic Monotheism, etc.] and follow the best thereof (i.e. worship Allah Alone, repent to Him and avoid Taghut, etc.) those are (the ones) whom Allah has guided and those are men of understanding (like Zaid bin 'Amr bin Nufail, Salman Al-Farisi and Abu Dhar Al-Ghifari).
