﴿كِتَابٌ أُنزِلَ إِلَيْكَ فَلَا يَكُن فِي صَدْرِكَ حَرَجٌ مِّنْهُ لِتُنذِرَ بِهِ وَذِكْرَىٰ لِلْمُؤْمِنِينَ﴾
[ الأعراف: 2]
7:2 [This is] a Book revealed to you, [O Muhammad] - so let there not be in your breast distress therefrom - that you may warn thereby and as a reminder to the believers.

Quran 7:2 Tafsir Al-Jalalayn
This is a Book that is revealed to you — addressing the Prophet s — so let there be no inhibition no constraint in your breast because of it to convey it — for fear that you might be called a liar — that you may warn thereby li-tundhira ‘that you may warn’ is semantically connected to unzila ‘is revealed’ that is to say ‘it is revealed for the purposes of warning’ and as a reminder for those who believe in it.

A Book -the Quran- is revealed to you O Muhammad, laying upon you an immense responsibility for which you have been chosen. Therefore, let it not oppress your thoughts and feelings or depress your spirits, but use it and act upon it to warn those who deny the truth and to put those who have conformed to Islam in mind of their duties
Quran 7:2 Tafsir Ibn Kathir
Which was revealed in Makkah
بِسْمِ اللَّهِ الرَّحْمَـنِ الرَّحِيمِ
In the Name of Allah, the Most Gracious, the Most Merciful.
كِتَـبٌ أُنزِلَ إِلَيْكَ
( (This is the ) Book ( the Qur'an ) sent down unto you ( O Muhammad )), from your Lord,
فَلاَ يَكُن فِى صَدْرِكَ حَرَجٌ مِّنْهُ
( so let not your breast be narrow therefrom, ) meaning, having doubt about it according to Mujahid, Qatadah and As-Suddi.
It was also said that the meaning here is: `do not hesitate to convey the Qur'an and warn with it,'
فَاصْبِرْ كَمَا صَبَرَ أُوْلُواْ الْعَزْمِ مِنَ الرُّسُلِ
( Therefore be patient as did the Messengers of strong will ) 46:35.
Allah said here,
لِتُنذِرَ بِهِ
( that you warn thereby ) meaning, `We sent down the Qur'an so that you may warn the disbelievers with it,'
وَذِكْرَى لِلْمُؤْمِنِينَ
( and a reminder unto the believers ).
Allah then said to the world,
اتَّبِعُواْ مَآ أُنزِلَ إِلَيْكُم مِّن رَّبِّكُمْ
( Follow what has been sent down unto you from your Lord ) meaning, follow and imitate the unlettered Prophet , who brought you a Book that was revealed for you, from the Lord and master of everything.
وَلاَ تَتَّبِعُواْ مِن دُونِهِ أَوْلِيَآءَ
( and follow not any Awliya', besides Him (Allah )) meaning, do not disregard what the Messenger brought you and follow something else, for in this case, you will be deviating from Allah's judgment to the decision of someone else.
Allah's statement,
قَلِيلاً مَّا تَذَكَّرُونَ
( Little do you remember! ) is similar to,
وَمَآ أَكْثَرُ النَّاسِ وَلَوْ حَرَصْتَ بِمُؤْمِنِينَ
( And most of mankind will not believe even if you desire it eagerly )12:103, and;
وَإِن تُطِعْ أَكْثَرَ مَن فِى الاٌّرْضِ يُضِلُّوكَ عَن سَبِيلِ اللَّهِ
( And if you obey most of those on the earth, they will mislead you far away from Allah's path )6:116, and,
وَمَا يُؤْمِنُ أَكْثَرُهُمْ بِاللَّهِ إِلاَّ وَهُمْ مُّشْرِكُونَ
( And most of them believe not in Allah except that they attribute partners unto Him )12:106.
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(7:2) This is a Book revealed to you. *1Let there be no impediment in your heart about it. *2 (It has been revealed to you) that you may thereby warn [the unbelievers], that it may be a reminder to the believers. *3
[This is] a Book revealed to you, meaning

The word 'Book', in this context, signifies this very surah, al-A'raf.

The Prophet ( peace be on him ) is directed to preach his Message without fear and hesitation, and to disregard his opponents' response.
Such opponents may well be offended by his preaching of the Message, or may, hold it to ridicule, or go about maliciously twisting it, or acting with greater hostility.All this notwithstanding, the Message of Islam must be preached.
The Arabic word haraj ( which we have translated as straitness ), signifies an intractable bush.

'Harajah'. ) 'Straitness or constriction in the breast' refers to the reluctance of a person to go ahead in the face of opposition.
The following Qur'anic verse would seem to allude to this mental state of the Prophet ( peace he on him ): 'We do indeed know how your heart feels distressed at what they say' ( al-Hijr 15: 97 ).
What painfully concerned the Prophet ( peace be on him ) was to find out how he could direct a people, whose adamance and opposition to truth had reached such high proportions, to the Right Way.
The same state of mind is again reflected in the Qur'anic verse: 'Perhaps you might feel inclined to part with a portion of what has been revealed to you, and your heart feels straitened lest they, say: " Why is a treasure not sent down unto him; or why does an angel not come with him? " ' ( Hud 11:12 ).

The main purpose of this surah is to jolt the people out of their heedlessness and to warn them of the dire consequences that will follow if they reject the call of the Prophet ( peace be on him ).
Additionally , this surah also seeks to serve as a reminder to the belivers - a purpose which is achieved, incidentally, by the warning made to the unbelievers.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( (It is ) a Scripture) this Scripture, i.e. the Qur’an ( that is revealed unto thee (Muhammad )) that Gabriel brought to you ( so let there be no heaviness in thy heart ) let there be no doubt in your heart ( therefrom ) i.e. there can be no doubt about the Qur’an being from Allah ( that thou mayst warn thereby ) that you may warn the people of Mecca through the Qur’an in order that they believe, ( and (it is ) a Reminder unto believers).

(This is the) Book (the Quran) sent down unto you (O Muhammad SAW), so let not your breast be narrow therefrom, that you warn thereby, and a reminder unto the believers.
