﴿لَوْ كَانَ فِيهِمَا آلِهَةٌ إِلَّا اللَّهُ لَفَسَدَتَا ۚ فَسُبْحَانَ اللَّهِ رَبِّ الْعَرْشِ عَمَّا يَصِفُونَ﴾
[ الأنبياء: 22]
21:22 Had there been within the heavens and earth gods besides Allah, they both would have been ruined. So exalted is Allah, Lord of the Throne, above what they describe.

Quran 21:22 Tafsir Al-Jalalayn
Had there been in either of them that is in the heavens and the earth gods other than God that is other than Him the two would have surely deteriorated they the heavens and the earth would have deviated from their observed order because counteractive forces would exist among such gods as is usually the case when there is more than one ruler that there is counteraction and a lack of consensus regarding something. So glory be to God — an exaltation — the Lord the Creator of the Throne al-kursī above what they ascribe the disbelievers to God of His having a partner and otherwise.

Indeed, if there be Ilahs other than Allah or sharing His divine nature and attributes, the heavens and the earth would have become corrupt and been ruined. Therefore, praise be to Allah and extolled are His glorious attributes the sole Sovereign of the Supreme Throne. He is far above what they ascribe to Him

Refutation of false gods
Allah denounces those who take other gods instead of Him:
أَمِ اتَّخَذُواْ آلِهَةً مِّنَ الاٌّرْضِ هُمْ يُنشِرُونَ
( Or have they taken gods from the earth who raise the dead ) meaning, can they bring the dead back to life and bring them forth from the earth They cannot do any of that, so how can they make them rivals to Allah and worship them alongside Him Then Allah tells us that if there were another god besides Him, the heavens and the earth would be ruined:
لَوْ كَانَ فِيهِمَآ آلِهَةٌ
( Had there been therein gods ) means, in the heavens and the earth,
لَفَسَدَتَا
( then verily, both would have been ruined. ) This is like the Ayah:
مَا اتَّخَذَ اللَّهُ مِن وَلَدٍ وَمَا كَانَ مَعَهُ مِنْ إِلَـهٍ إِذاً لَّذَهَبَ كُلُّ إِلَـهٍ بِمَا خَلَقَ وَلَعَلاَ بَعْضُهُمْ عَلَى بَعْضٍ سُبْحَـنَ اللَّهِ عَمَّا يَصِفُونَ
( No son did Allah beget, nor is there any god along with Him.
Then each god would have taken away what he had created, and some would have tried to overcome others! Glorified be Allah above all that they attribute to Him! ) 23:91.
And Allah says here:
فَسُبْحَـنَ اللَّهِ رَبِّ الْعَرْشِ عَمَّا يَصِفُونَ
( Glorified be Allah, the Lord of the Throne, above all that they associate with Him! ) meaning, glorified be He above what they say about Him having offspring or partners; glorified and exalted and sanctified be He far above all the lies that they fabricate.
لاَ يُسْأَلُ عَمَّا يَفْعَلُ وَهُمْ يُسْـَلُونَ
( He cannot be questioned about what He does, while they will be questioned. ) He is the Ruler Whose rule cannot be overturned and none can object to it, because of His might, majesty, pride, knowledge, wisdom, justice and subtlety.
وَهُمْ يُسْـَلُونَ
( while they will be questioned. ) means, He is the One Who will ask His creation about what they did.
This is like the Ayah:
فَوَرَبِّكَ لَنَسْـَلَنَّهُمْ أَجْمَعِينَ - عَمَّا كَانُواْ يَعْمَلُونَ
( So, by your Lord, We shall certainly call all of them to account.
For all that they used to do. ) 15:92-93
وَهُوَ يُجْيِرُ وَلاَ يُجَارُ عَلَيْهِ
( And He protects (all ), while against Whom there is no protector) 23:88

(21:22) Had there been other deities besides Allah in the heavens and the earth, both (the heavens and the earth) would have gone out of order. *22 So, absolutely free is Allah, Lord of the Throne, *23 from the false things they ascribe to Him.
Had there been within the heavens and meaning
*22) This concise sentence contains two arguments:
( 1 ) The obviously simple argument is that no institution, no household, not to speak of the vast universe containing multitudes of countless distant stars, can function smoothly and properly, if it has two masters.
( 2 ) The deeper argument is that the system of the whole universe, including that of the earth, is functioning according to a universal law.
It could not work so even for a moment, if there had been no proper proportion, balance, harmony and coordination between the different powers and countless things.
This is a clear proof that there is a universal and all-powerful law and system which binds and forces these powers and things tc co-operate and coordinate between themselves with a perfect proportion and harmony and this could not have happened if there had been different independent rulers.
The existence of such a system is itself a clear proof that there must be One All-Powerful Manager and Administrator governing and ruling the whole universe.

Refutation of false gods

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( If there were therein ) in the heavens and earth ( Gods beside Allah ) other than Allah, ( then verily both had been disordered ) the dwellers of the heavens and the earth would have been destroyed. ( Glorified be Allah, the Lord of the Throne, from all that they ascribe (unto Him )) from the children and partners they ascribe to Allah.

Had there been therein (in the heavens and the earth) gods besides Allah, then verily both would have been ruined. Glorified be Allah, the Lord of the Throne, (High is He) above what they attribute to Him!
