﴿اسْتِكْبَارًا فِي الْأَرْضِ وَمَكْرَ السَّيِّئِ ۚ وَلَا يَحِيقُ الْمَكْرُ السَّيِّئُ إِلَّا بِأَهْلِهِ ۚ فَهَلْ يَنظُرُونَ إِلَّا سُنَّتَ الْأَوَّلِينَ ۚ فَلَن تَجِدَ لِسُنَّتِ اللَّهِ تَبْدِيلًا ۖ وَلَن تَجِدَ لِسُنَّتِ اللَّهِ تَحْوِيلًا﴾
[ فاطر: 43]

English - Sahih International

35:43 [Due to] arrogance in the land and plotting of evil; but the evil plot does not encompass except its own people. Then do they await except the way of the former peoples? But you will never find in the way of Allah any change, and you will never find in the way of Allah any alteration.

acting with disdain in the land against faith istikbāran fī’l-ardi an object denoting reason and devising acts of evil in the way of idolatry and otherwise; and evil schemes will beset surround only their authors namely the one who devises such evil the qualifying of makr ‘scheme’ with the noun al-sayyi’ ‘evil’ is intrinsic to the fact that it is a scheme and so the annexation of the former to the latter is said to be alternative usage in which the annexed term is implied as a precaution against annexing a noun to an adjective. So do they expect do they await anything but the precedent of the ancients? God’s way of dealing with them such as chastising them for their denial of the messengers? Yet you will never find any change in God’s precedent and you will never find any revision in God’s precedent that is to say chastisement is never replaced by anything else nor is it ever meted out other than to the one who deserves it.

Their rejection of the truth reflected their inordinate self-esteem and their extravagance in their accounts of themselves; they took their cunning for a sinister and crooked wisdom, a cunning fraught with evil. But the cunning that is fraught with evil besets only those who take it for a sinister and crooked wisdom. Do they not see into the mode of action adopted by Allah with those of old and has long been pursued by Him. -His just retributive punishment!- And you shall not find a change in Allahs mode of action nor shall you find deviation in His method of dealing with people -warning then punishing

They longed for a Warner to come, but when He came, They disbelieved in Him Allah tells us how Quraysh and the Arabs swore by Allah their most binding oath before the Messenger came to them, لَئِن جَآءَهُمْ نَذِيرٌ لَّيَكُونُنَّ أَهْدَى مِنْ إِحْدَى الاٍّمَمِ ( that if a warner came to them, they would be more guided than any of the nations; ) i.e., than any of the nations to whom Messengers had been sent.
This was the view of Ad-Dahhak and others.
This is like the Ayat: أَن تَقُولُواْ إِنَّمَآ أُنزِلَ الْكِتَـبُ عَلَى طَآئِفَتَيْنِ مِن قَبْلِنَا وَإِن كُنَّا عَن دِرَاسَتِهِمْ لَغَـفِلِينَ أَوْ تَقُولُواْ لَوْ أَنَّآ أُنزِلَ عَلَيْنَا الْكِتَـبُ لَكُنَّآ أَهْدَى مِنْهُمْ فَقَدْ جَآءَكُمْ بَيِّنَةٌ مِّن رَّبِّكُمْ وَهُدًى وَرَحْمَةٌ فَمَنْ أَظْلَمُ مِمَّن كَذَّبَ بِآيَـتِ اللَّهِ وَصَدَفَ عَنْهَا ( Lest you (pagan Arabs ) should say: "The Book was sent down only to two sects before us, and for our part, we were in fact unaware of what they studied." Or lest you should say: "If only the Book had been sent down to us, we would surely have been better guided than they." So, now has come unto you a clear proof from your Lord, and a guidance and a mercy.
Who then does more wrong than one who rejects the Ayat of Allah and turns away therefrom) ( 6:156-157 ) وَإِن كَانُواْ لَيَقُولُونَ - لَوْ أَنَّ عِندَنَا ذِكْراً مِّنَ الاٌّوَّلِينَ لَكُنَّا عِبَادَ اللَّهِ الْمُخْلَصِينَ - فَكَفَرُواْ بِهِ فَسَوْفَ يَعْلَمُونَ ( And indeed they (Arab pagans ) used to say: "If we had a reminder as had the men of old, We would have indeed been the chosen servants of Allah!" But they disbelieve therein, so they will come to know!) ( 37:167-170 ) Allah says: فَلَمَّا جَآءَهُمْ نَذِيرٌ ( yet when a warner came to them, ) -- meaning, Muhammad ﷺ with the Book revealed to him, i.e., the Clear Qur'an, مَّا زَادَهُمْ إِلاَّ نُفُوراً ( it increased in them nothing but flight (from the truth ).) means, they only increased in their disbelief.
Then Allah explains this further: اسْتِكْبَاراً فِى الاٌّرْضِ ( (They took to flight because of their ) arrogance in the land) means, they were too arrogant to follow the signs of Allah. وَمَكْرَ السَّيِّىءِ ( and their plotting of evil. ) means, they plotted to prevent people from following the path of Allah. وَلاَ يَحِيقُ الْمَكْرُ السَّيِّىءُ إِلاَّ بِأَهْلِهِ ( But the evil plot encompasses only him who makes it. ) means, the evil consequences of that will come back upon them and not on others. فَهَلْ يَنظُرُونَ إِلاَّ سُنَّةَ آلاٌّوَّلِينَ ( Then, can they expect anything (else ) but the Sunnah ( way of dealing ) of the peoples of old) meaning, the punishment of Allah for disbelieving in His Messengers and going against His command. وَلَن تَجِدَ لِسُنَّةِ اللَّهِ تَبْدِيلاً ( and no turning off will you find in Allah's Sunnah. ) means, it does not change or alter, and this is what happens to every disbeliever. وَلَن تَجِدَ لِسُنَّةِ اللَّهِ تَحْوِيلاً ( and no turning off will you find in Allah's Sunnah. ) means, وَإِذَآ أَرَادَ اللَّهُ بِقَوْمٍ سُوءًا فَلاَ مَرَدَّ لَهُ ( But when Allah wills a people's punishment, there can be no turning back of it ) ( 13:11 ).
This means, no one can remove that from them or ward it off from them.
And Allah knows best.

Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi

(35:43) They began to wax even more proud on earth and contrived evil designs although the contriving of evil designs only overtakes their authors. Are they waiting, then, for anything except what happened to the nations before them? *72 You shall not find any change in the Way of Allah; and you shall not find anything that can ever alter the Way of Allah.

*72) That is, this Law of Allah that the nation which repudiates its Prophet, is destroyed should be applied in their case as well.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs


( (Shown in their ) behaving arrogantly in the land) by rejecting faith in Muhammad ( pbuh ) and in the Qur’an ( and plotting evil ) to kill Muhammad ( pbuh ); ( and the evil plot ) evil words and works ( encloseth but the men who make it ) turn only against the people who make them. ( Then, can they expect ) can your people, once they disbelieved in you, expect ( aught save the treatment of the folk of old ) can they expect anything save the punishment of the people of old when they disbelieved in their messengers? ( Thou wilt not find for Allah’s way of treatment ) for Allah’s punishment ( any substitute ) any alteration, ( nor wilt thou find for Allah’s way of treatment aught of power to change ) to someone other than Him.

(They took to flight because of their) arrogance in the land and their plotting of evil. But the evil plot encompasses only him who makes it. Then, can they expect anything (else), but the Sunnah (way of dealing) of the peoples of old? So no change will you find in Allah's Sunnah (way of dealing), and no turning off will you find in Allah's Sunnah (way of dealing).
