﴿إِنَّمَا الْمُؤْمِنُونَ الَّذِينَ آمَنُوا بِاللَّهِ وَرَسُولِهِ وَإِذَا كَانُوا مَعَهُ عَلَىٰ أَمْرٍ جَامِعٍ لَّمْ يَذْهَبُوا حَتَّىٰ يَسْتَأْذِنُوهُ ۚ إِنَّ الَّذِينَ يَسْتَأْذِنُونَكَ أُولَٰئِكَ الَّذِينَ يُؤْمِنُونَ بِاللَّهِ وَرَسُولِهِ ۚ فَإِذَا اسْتَأْذَنُوكَ لِبَعْضِ شَأْنِهِمْ فَأْذَن لِّمَن شِئْتَ مِنْهُمْ وَاسْتَغْفِرْ لَهُمُ اللَّهَ ۚ إِنَّ اللَّهَ غَفُورٌ رَّحِيمٌ﴾
[ النور: 62]
24:62 The believers are only those who believe in Allah and His Messenger and, when they are [meeting] with him for a matter of common interest, do not depart until they have asked his permission. Indeed, those who ask your permission, [O Muhammad] - those are the ones who believe in Allah and His Messenger. So when they ask your permission for something of their affairs, then give permission to whom you will among them and ask forgiveness for them of Allah. Indeed, Allah is Forgiving and Merciful.

Quran 24:62 Tafsir Al-Jalalayn
Only they are believers who believe in God and His Messenger and who when they are with him namely the Messenger in a collective affair such as during the Friday sermon do not leave when they have an excuse until they have asked leave of him. Truly those who ask leave of you — it is they who believe in God and His Messenger. So when they ask leave of you for some affair some matter of theirs give permission to whom you will of them to leave and ask God to forgive them. Truly God is Forgiving Merciful.
Almuntakhab Fi Tafsir Alquran Alkarim
Indeed, the faithful are those who have conformed to Islam and recognized Allahs Omnipotence and Authority and acknowledged His Messenger. And when they are in council with him on a matter of common interest they do not break off individually or in toto until they have been excused. Those of them who ask your permission O Muhammad under the circumstances are indeed true and sincere in their recognition of Allah and His Messenger. Therefore, should they ask your permission to leave for a valid reason, then you may excuse whom you will and invoke on their behalf Allahs forgiveness; Allah is indeed is Ghafurun and Rahimun

Asking Permission to leave when They are doing something together
This is another matter of etiquette to which Allah has guided His believing servants.
Just as He commanded them to seek permission when entering, He also commanded them to seek permission when leaving, especially when they are doing something together with the Messenger ﷺ, such as the Friday, `Id, or congregational prayers, or a meeting for the purpose of consultation and so on.
Allah commanded them not to leave him in these situations until they had asked his permission.
If they did this, then they were of the true believers.
Then Allah commanded His Messenger to give permission when someone asked for it, if he wanted to.
He said:
فَأْذَن لِّمَن شِئْتَ مِنْهُمْ وَاسْتَغْفِرْ لَهُمُ اللَّهَ
( give permission to whom you will of them, and ask Allah for their forgiveness. )Abu Dawud reported that Abu Hurayrah said, "The Messenger of Allah ﷺ said:
«إِذَا انْتَهَى أَحَدُكُمْ إِلَى الْمَجْلِسِ فَلْيُسَلِّمْ، فَإِذَا أَرَادَ أَنْ يَقُومَ فَلْيُسَلِّمْ، فَلَيْسَتِ الْأُولَى بِأَحَقَّ مِنَ الْآخِرَةِ»
( When any of you joins a gathering, let him say Salam, and when he wants to leave, let him say Salam.
The former is not more important than the latter. ) This was also recorded by At-Tirmidhi and An-Nasa'i; At-Tirmidhi said: "It is a Hasan Hadith."
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(24:62) True Believers *97 are those who sincerely believe in Allah and His Messenger and who do not leave him without permission when they are with the Messenger for some common good; *98 only those who ask your permission sincerely believe in Allah and His Messenger. Therefore, when they ask your permission for a private business, *99 you may give permission to whomever you like, *100 and ask Allah's forgiveness for such people: *101 Allah is indeed Forgiving and Merciful.

*97) These are the final instructions being given to tighten the discipline of the Muslim Community and make it more organised than before.
*98) This Commandment is also applicable in respect of the successors of the Holy Prophet after him and other leaders of the Muslims.
When the Muslims are called upon to get together for a common cause, whether relating to war or peace, it is not permissible for them to retreat or disperse without due permission of the leader.
*99) This contains a warning that it is absolutely unlawful to ask permission without any genuine need.
*100) That is, it depends upon the Prophet or his successor after him to grant or not to grant permission even in case of a genuine need.
If he deems the collective cause to be more important than the individual need of the person, he may refuse permission, and a believer will not mind it.
*101) This again contains a warning: If in asking permission there is even a tinge of excuse making, or of placing individual interests above collective interests, it would be a sin.
Therefore the Prophet or his successor should also pray for the forgiveness of the one whom he gives permission.

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( They only are the true believers who believe in Allah and His messenger ) privately and in the open ( and, when they are with him ) with the Prophet ( pbuh ) ( on some common errand ) on Friday or in a military expedition, ( go not away ) from the mosque or from the military expedition ( until they have asked leave of him ) ask permission from the Prophet ( pbuh ). ( Lo! those who ask leave of thee ) O Muhammad to return from the battle of Tabuk; this refers to ’Umar Ibn al-Khattab who asked the Prophet ( pbuh ) to give him leave to return to Medina because of an ailment which visited him, ( those are they who believe in Allah and His messenger ) in private and openly. ( So, if they ask thy leave ) so if sincere believers ask you, O Muhammad, ( for some affair of theirs ) for a need of theirs, ( give leave to whom thou wilt of them ) of the sincere believers, ( and ask for them forgiveness of Allah ) regarding that for which they have gone. ( Lo! Allah is Forgiving ) He forgives the one who repents, ( Merciful ) He shows mercy towards the one who dies repentant.

The true believers are only those, who believe in (the Oneness of) Allah and His Messenger (Muhammad SAW), and when they are with him on some common matter, they go not away until they have asked his permission. Verily! Those who ask your permission, those are they who (really) believe in Allah and His Messenger. So if they ask your permission for some affairs of theirs, give permission to whom you will of them, and ask Allah for their forgiveness. Truly, Allah is Oft-Forgiving, Most Merciful.
