Quran 9:66 Surah Tawbah ayat 66 Tafsir Ibn Katheer in English
﴿لَا تَعْتَذِرُوا قَدْ كَفَرْتُم بَعْدَ إِيمَانِكُمْ ۚ إِن نَّعْفُ عَن طَائِفَةٍ مِّنكُمْ نُعَذِّبْ طَائِفَةً بِأَنَّهُمْ كَانُوا مُجْرِمِينَ﴾
[ التوبة: 66]
9:66 Make no excuse; you have disbelieved after your belief. If We pardon one faction of you - We will punish another faction because they were criminals.

Make no excuses for that. You have disbelieved after believing that is your disbelief has become manifest even as you have manifested belief. If We forgive read passive yu‘fa ‘it is forgiven’ or active first person plural na‘fu ‘We forgive’ a party of you because of its sincerity and its repentance as in the case of Jahsh b. Humayyir We will chastise read either passive tu‘adhdhab ‘it shall be chastised’ or nu‘adhdhib another party because they were sinners’ persisting in hypocrisy and mockery.

Do not vindicate your grievous wrong now by a prologue and an apology You have turned renegades. If We forgive some of you because of coming back to their senses, We will punish others who are indeed wicked

The Hypocrites rely on False, Misguided Excuses
`Abdullah bin `Umar said, "During the battle of Tabuk, a man was sitting in a gathering and said, `I have never seen like these reciters of ours! They have the hungriest stomachs, the most lying tongues and are the most cowardice in battle.' A man in the Masjid said, `You lie.
You are a hypocrite, and I will surely inform the Messenger of Allah ﷺ.
' This statement was conveyed to the Messenger of Allah ﷺ and also a part of the Qur'an was revealed about it."' `Abdullah bin `Umar said, "I have seen that man afterwards holding onto the shoulders of the Messenger's camel while stones were falling on him, declaring, `O Allah's Messenger! We were only engaged in idle talk and jesting,' while the Messenger of Allah ﷺ was reciting,
أَبِاللَّهِ وَءَايَـتِهِ وَرَسُولِهِ كُنتُمْ تَسْتَهْزِءُونَ
( "Was it at Allah, and His Ayat and His Messenger that you were mocking" ) 9:65."' Allah said,
لاَ تَعْتَذِرُواْ قَدْ كَفَرْتُمْ بَعْدَ إِيمَـنِكُمْ
( Make no excuse; you disbelieved after you had believed. ) on account of your statement and mocking,
إِن نَّعْفُ عَن طَآئِفَةٍ مِّنْكُمْ نُعَذِّبْ طَآئِفَةً
( If We pardon some of you, We will punish others among you ) for not all of you will be forgiven, some will have to taste the torment,
بِأَنَّهُمْ كَانُواْ مُجْرِمِينَ
( because they were criminals ), they were criminals because of this terrible, sinful statement.
Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi
(9:66) Do not invent excuses now; you have indeed denied the truth after you had professed belief in it. Even if We pardon some of you, We will surely chastise others of you, for they are the guilty ones" *74

*74) That is, " Those foolish buffoons, who take interest in such conversations and mock even at serious things because there is nothing serious in the world for them, may be pardoned.
But there are others who mock at these serious things deliberately with evil intentions, because they consider the Messenger and the Way taught by him as ridiculous in spite of their professions of Faith.
As their real object is to discourage the believers from making preparations for Jihad, they are criminals and not buffoons; therefore they shall not be pardoned at all "

( because they were criminals ), they were criminals because of this terrible, sinful statement.
Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs
( Make no excuse ) for what you said. ( Ye have disbelieved after your (confession of ) belief) while claiming you are believers. ( If We forgive a party of you ) i.e. Juhayr Ibn Humayr because he did not make fun of Allah or the Messenger but laughed with the others, ( a party of you ) Wadi’ah Ibn Judham and Jadd Ibn Qays ( We shall punish because they have been guilty ) because they were inwardly idolaters.

Make no excuse; you have disbelieved after you had believed. If We pardon some of you, We will punish others amongst you because they were Mujrimun (disbelievers, polytheists, sinners, criminals, etc.).
