And Allah presents an example: a city which was safe and secure, (16:112)

﴿وَضَرَبَ اللَّهُ مَثَلًا قَرْيَةً كَانَتْ آمِنَةً مُّطْمَئِنَّةً يَأْتِيهَا رِزْقُهَا رَغَدًا مِّن كُلِّ مَكَانٍ فَكَفَرَتْ بِأَنْعُمِ اللَّهِ فَأَذَاقَهَا اللَّهُ لِبَاسَ الْجُوعِ وَالْخَوْفِ بِمَا كَانُوا يَصْنَعُونَ﴾
[ النحل: 112]

16:112 And Allah presents an example: a city which was safe and secure, its provision coming to it in abundance from every location, but it denied the favors of Allah. So Allah made it taste the envelopment of hunger and fear for what they had been doing.

Allah cites the example of a town - which is Makkah - that was secure and stable with its people having no fear, whilst people around it lived in fear.
Its sustenance comes to it abundantly and easily from every direction.
But then its people became unappreciative of Allah's blessings to them and they did not thank Him, so Allah recompensed them with hunger and intense fear that was visible in the panic on their faces and emaciation in their bodies to the extent that this became like a garment for them on account of the disbelief and denial that they used to do.

And Allah puts forward the example of a township (Makkah), that dwelt secure and well content; its provision coming to it in abundance from every place, but it (its people) denied the Favours of Allah (with ungratefulness). So Allah made it taste the extreme of hunger (famine) and fear, because of that (evil, i.e. denying Prophet Muhammad SAW) which they (its people) used to do.

Wadaraba Allahu mathalan qaryatan kanat aminatan mutmainnatan yateeha rizquha raghadan min kulli makanin fakafarat bianAAumi Allahi faathaqaha Allahu libasa aljooAAi waalkhawfi bima kanoo yasnaAAoona

Abdullah Yusuf Ali - Translation

Allah sets forth a Parable: a city enjoying security and quiet, abundantly supplied with sustenance from every place: Yet was it ungrateful for the favours of Allah: so Allah made it taste of hunger and terror (in extremes) (closing in on it) like a garment (from every side), because of the (evil) which (its people) wrought.

And Allah gives the example of a township (Makkah), it was secure and peaceful: its provision coming to it in abundance from every place, but it (its people) denied the favors of Allah. So Allah made it taste extreme hunger (famine) and fear, because of what they did.
