surah Yasin aya 47 , English translation of the meaning Ayah.
﴿وَإِذَا قِيلَ لَهُمْ أَنفِقُوا مِمَّا رَزَقَكُمُ اللَّهُ قَالَ الَّذِينَ كَفَرُوا لِلَّذِينَ آمَنُوا أَنُطْعِمُ مَن لَّوْ يَشَاءُ اللَّهُ أَطْعَمَهُ إِنْ أَنتُمْ إِلَّا فِي ضَلَالٍ مُّبِينٍ﴾
[ يس: 47]
36:47 And when it is said to them, "Spend from that which Allah has provided for you," those who disbelieve say to those who believe, "Should we feed one whom, if Allah had willed, He would have fed? You are not but in clear error."
Tafsir Ibn Katheer in EnglishWhen these stubborn ones are told: Assist the poor and the needy with the wealth that Allah has provided you with, they disapprovingly reply saying to those who have faith: Shall we feed those whom Allah could feed if He wanted to?! So we do not go against His will.
You, O believers, are simply in clearly error and far off from the truth.

And when it is said to them: "Spend of that with which Allah has provided you," those who disbelieve say to those who believe: "Shall we feed those whom, if Allah willed, He (Himself) would have fed? You are only in a plain error."

Waitha qeela lahum anfiqoo mimma razaqakumu Allahu qala allatheena kafaroo lillatheena amanoo anutAAimu man law yashao Allahu atAAamahu in antum illa fee dalalin mubeenin
Abdullah Yusuf Ali - Translation
And when they are told, "Spend ye of (the bounties) with which Allah has provided you," the Unbelievers say to those who believe: "Shall we then feed those whom, if Allah had so willed, He would have fed, (Himself)?- Ye are in nothing but manifest error."
Safi-ur-Rahman al-Mubarakpuri
And when it is said to them: "Spend of that with which Allah has provided you," those who disbelieve say to those who believe: "Shall we feed those whom, if Allah willed, He would have fed You are only in a plain error."

And when told to spend in benevolence of what Allah has bestowed them and given them of His bounty, the infidels express their thoughts in words and pitifully say: Shall we feed him whom Allah can feed if He will! You must be deviated in mind and have wandered from the path of righteousness

(36:47) And when it is said to them: 'Spend (in the Way of Allah) out of the sustenance that Allah has provided you,' the unbelievers say to the believers: 'Shall we feed him whom, Allah would have fed, had He so wished?' Say: 'You are in evident error.' *43

*43) This means to show that disbelief has not only blinded their intellect but has destroyed their moral sense, too. They neither have the right thought about Allah nor do they adopt the right attitude towards the people. They react adversely to every admonition, follow a perverse philosophy in respite of every deviation and immorality and have a ready made pretence for escape from every good.

اور جب اِن سے کہا جاتا ہے کہ اللہ نے جو رزق تمہیں عطا کیا ہے اُس میں سے کچھ اللہ کی راہ میں بھی خرچ کرو تو یہ لوگ جنہوں نے کفر کیا ہے ایمان لانے والوں کو جواب دیتے ہیں "کیا ہم اُن کو کھلائیں جنہیں اگر اللہ چاہتا تو خود کھلا دیتا؟ تم تو بالکل ہی بہک گئے ہو"
