surah Yunus aya 54 , English translation of the meaning Ayah.
﴿وَلَوْ أَنَّ لِكُلِّ نَفْسٍ ظَلَمَتْ مَا فِي الْأَرْضِ لَافْتَدَتْ بِهِ ۗ وَأَسَرُّوا النَّدَامَةَ لَمَّا رَأَوُا الْعَذَابَ ۖ وَقُضِيَ بَيْنَهُم بِالْقِسْطِ ۚ وَهُمْ لَا يُظْلَمُونَ﴾
[ يونس: 54]
10:54 And if each soul that wronged had everything on earth, it would offer it in ransom. And they will confide regret when they see the punishment; and they will be judged in justice, and they will not be wronged
Tafsir Ibn Katheer in EnglishIf every person who associated partners with Allah possessed all the valuable wealth on earth, they would offer it as ransom from Allah’s punishment if they were given the opportunity to do so.
The idolaters will conceal their regret for their disbelief when they see the punishment on the Day of Judgement.
Allah will decide between them with justice and they will not be wronged, and they will only be repaid for their actions.

And if every person who had wronged (by disbelieving in Allah and by worshipping others besides Allah), possessed all that is on earth, and sought to ransom himself therewith (it will not be accepted), and they would feel in their hearts regret when they see the torment, and they will be judged with justice, and no wrong will be done unto them.

Every soul that hath sinned, if it possessed all that is on earth, would fain give it in ransom: They would declare (their) repentance when they see the penalty: but the judgment between them will be with justice, and no wrong will be done unto them.
Safi-ur-Rahman al-Mubarakpuri
And if every person who had wronged, possessed all that is on the earth and sought to ransom himself therewith (it will not be accepted), and they would feel in their hearts regret when they see the torment, and they will be judged with justice, and no wrong will be done unto them.

If every sinful soul were so affluent that it held in possession all the riches on earth, it would gladly pay it in expiation of its guilt with pining regrets and vain repentances when they are confronted with the horrid punishment. Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi
(10:54) If a wrong-doer had all that is in the earth he would surely offer it to ransom himself. When the wrong-doers perceive the chastisement, they will feel intense remorse in their hearts. *59 But a judgement shall be made with full justice about them. They shall not be wronged.

Considering the Next Life a mere illusion, they wasted their lives on vain pursuits and levelled all kinds of allegations against the Prophets who had forewarned them that the Next Life would inevitably come to pass. All this notwithstanding, a moment will come when they will find themselves face to face with the Next Life. When such a moment comes they will be totally unnerved. In view of their evil deeds, their conscience will intimate to them the end they are going to meet. Speechless and haggard, their hearts will begin to sink out of remorse and regret. Those who had staked their all on vain fancies, and had refused to take any heed of the admonition of their well-wishers, whom else can they blame except themselves for the catastrophe that will confront them?

اگر ہر اُس شخص کے پاس جس نے ظلم کیا ہے، رُوئے زمین کی دولت بھی ہو تو اُس عذاب سے بچنے کے لیے وہ اسے فدیہ میں دینے پر آمادہ ہو جائے گا جب یہ لوگ اس عذاب کو دیکھ لیں گے تو دل ہی دل میں پچھتائیں گے مگر ان کے درمیان پُورے انصاف سے فیصلہ کیا جائے گا کوئی ظلم ان پر نہ ہو گا
