surah Maryam aya 87 , English translation of the meaning Ayah.
﴿لَّا يَمْلِكُونَ الشَّفَاعَةَ إِلَّا مَنِ اتَّخَذَ عِندَ الرَّحْمَٰنِ عَهْدًا﴾
[ مريم: 87]
19:87 None will have [power of] intercession except he who had taken from the Most Merciful a covenant.
Tafsir Ibn Katheer in EnglishThese disbelievers will not have the power to intercede for one another, except for those who had taken a pledge with Allah in the world by having faith in Him and in His messengers.
Muhammad Taqiud-Din alHilali
None shall have the power of intercession, but such a one as has received permission (or promise) from the Most Beneficent (Allah).

(19:87) At that time no one shall have the ability to intercede except the one who may have received permission from the Merciful. *52

*52) This implies two things: (1) Intercession will be allowed only for the one who might have received permission for it from the Merciful, that is, the one who believed in Allah in the world and made himself deserving of His pardon. (2) Only that one will be able to plead intercession who might have got permission for this from the Merciful, and not those ones whom people themselves had made their intercessors without any reason.
