surah Tawbah aya 98 , English translation of the meaning Ayah.
﴿وَمِنَ الْأَعْرَابِ مَن يَتَّخِذُ مَا يُنفِقُ مَغْرَمًا وَيَتَرَبَّصُ بِكُمُ الدَّوَائِرَ ۚ عَلَيْهِمْ دَائِرَةُ السَّوْءِ ۗ وَاللَّهُ سَمِيعٌ عَلِيمٌ﴾
[ التوبة: 98]
9:98 And among the bedouins are some who consider what they spend as a loss and await for you turns of misfortune. Upon them will be a misfortune of evil. And Allah is Hearing and Knowing.
Tafsir Ibn Katheer in EnglishSome of the desert hypocrites consider whatever wealth they spend in Allah’s path to be a loss and a punishment, because they think that there will be no reward for spending and that Allah will not punish them if they do not spend.
Despite this, they sometimes spend to show off and to hide their real beliefs.
They wait for evil to come to you, O believers, so that they can be rid of you.
Instead, But Allah has made the evil and the turn of fortune that they wished to afflict the believers to occur on them instead.
Allah hears what they say and knows what they keep hidden in their hearts.

And of the bedouins there are some who look upon what they spend (in Allah's Cause) as a fine and watch for calamities for you, on them be the calamity of evil. And Allah is All-Hearer, All-Knower.

Some of the desert Arabs look upon their payments as a fine, and watch for disasters for you: on them be the disaster of evil: for Allah is He That heareth and knoweth (all things).

(9:98) There are such among the Bedouins, who regard what they expend in the Way as a penalty *96 and await some change of fortune to turn against you (so that they should be able to overthrow the government you have imposed on them,whereas they themselves have been encircled by a vicious circle; and Allah hears everything and knows everything.

Likewise, if they had to make any contributions towards Jihad, they did so to show that they were loyal to the Islamic State and not because they wanted to please Allah by giving sincere monetary help for His cause.
