Verse 90 from surah An-Nisa

﴿إِلَّا الَّذِينَ يَصِلُونَ إِلَىٰ قَوْمٍ بَيْنَكُمْ وَبَيْنَهُم مِّيثَاقٌ أَوْ جَاءُوكُمْ حَصِرَتْ صُدُورُهُمْ أَن يُقَاتِلُوكُمْ أَوْ يُقَاتِلُوا قَوْمَهُمْ ۚ وَلَوْ شَاءَ اللَّهُ لَسَلَّطَهُمْ عَلَيْكُمْ فَلَقَاتَلُوكُمْ ۚ فَإِنِ اعْتَزَلُوكُمْ فَلَمْ يُقَاتِلُوكُمْ وَأَلْقَوْا إِلَيْكُمُ السَّلَمَ فَمَا جَعَلَ اللَّهُ لَكُمْ عَلَيْهِمْ سَبِيلًا﴾
[ النساء: 90]

मगर जो लोग किसी ऐसी क़ौम से जा मिलें कि तुममें और उनमें (सुलह का) एहद व पैमान हो चुका है या तुमसे जंग करने या अपनी क़ौम के साथ लड़ने से दिलतंग होकर तुम्हारे पास आए हों (तो उन्हें आज़ार न पहुंचाओ) और अगर ख़ुदा चाहता तो उनको तुमपर ग़लबा देता तो वह तुमसे ज़रूर लड़ पड़ते पस अगर वह तुमसे किनारा कशी करे और तुमसे न लड़े और तुम्हारे पास सुलाह का पैग़ाम दे तो तुम्हारे लिए उन लोगों पर आज़ार पहुंचाने की ख़ुदा ने कोई सबील नहीं निकाली

Surah An-Nisa Hindi

60. अर्थात इस्लाम में युद्ध का आदेश उनके विरुद्ध दिया गया है, जो इस्लाम के विरुद्ध युद्ध कर रहे हों। अन्यथा, उनसे युद्ध करने का कोई कारण नहीं रह जाता क्योंकि मूल चीज़ शांति तथा संधि है, युद्ध और हत्या नहीं।

Surah Nisa Ayat 90 meaning in Hindi

सिवाय उन लोगों के जो ऐसे लोगों से सम्बन्ध रखते हों, जिनसे तुम्हारे और उनकी बीच कोई समझौता हो या वे तुम्हारे पास इस दशा में आएँ कि उनके दिल इससे तंग हो रहे हों कि वे तुमसे लड़े या अपने लोगों से लड़ाई करें। यदि अल्लाह चाहता तो उन्हें तुमपर क़ाबू दे देता। फिर तो वे तुमसे अवश्य लड़ते; तो यदि वे तुमसे अलग रहें और तुमसे न लड़ें और संधि के लिए तुम्हारी ओर हाथ बढ़ाएँ तो उनके विरुद्ध अल्लाह ने तुम्हारे लिए कोई रास्ता नहीं रखा है

Quran Urdu translation

مگر جو لوگ ایسے لوگوں سے جا ملے ہوں جن میں اور تم میں (صلح کا) عہد ہو یا اس حال میں کہ ان کے دل تمہارے ساتھ یا اپنی قوم کے ساتھ لڑنے سے رک گئے ہوں تمہارے پاس آجائیں (تو احتراز ضروری نہیں) اور اگر خدا چاہتا تو ان کو تم پر غالب کردیتا تو وہ تم سے ضرور لڑتے پھر اگر وہ تم سے (جنگ کرنے سے) کنارہ کشی کریں اور لڑیں نہیں اور تمہاری طرف صلح (کا پیغام) بھیجیں تو خدا نے تمہارے لئے ان پر (زبردستی کرنے کی) کوئی سبیل مقرر نہیں کی

Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(4:90) unless it be such of them who seek refuge with a people who are joined with you by a covenant, *119 or those who come to you because their hearts shrink from fighting either against you or against their own people. Had Allah so willed, He would certainly have given them power over you and they would have fought against you. If they leave you alone and do not fight against you and offer you peace,, then Allah does not permit you to harm them.

*119). The exception here does not relate to the injunction that they should not be taken as friends and supporters, but to the injunction that the believers should seize and slay them. What is meant is that if a hypocrite takes shelter among an unbelieving people with whom the Muslims have an agreement he should not be pursued into that territory. It is not permissible for Muslims of the Islamic state to kill a hypocrite in some neutral territory even if he merits execution. This is because of the sanctity of the agreement concluded by the Muslims rather than the sanctity of the hypocrite's blood.

Illa allatheena yasiloona ila qawmin baynakum wabaynahum meethaqun aw jaookum hasirat sudooruhum an yuqatilookum aw yuqatiloo qawmahum walaw shaa Allahu lasallatahum AAalaykum falaqatalookum faini iAAtazalookum falam yuqatilookum waalqaw ilaykumu alssalama fama jaAAala Allahu lakum AAalayhim sabeelan

English - Sahih International

Except for those who take refuge with a people between yourselves and whom is a treaty or those who come to you, their hearts strained at [the prospect of] fighting you or fighting their own people. And if Allah had willed, He could have given them power over you, and they would have fought you. So if they remove themselves from you and do not fight you and offer you peace, then Allah has not made for you a cause [for fighting] against them.

কিন্তু যারা এমন সম্প্রদায়ের সাথে মিলিত হয় যে, তোমাদের মধ্যে ও তাদের মধ্যে চুক্তি আছে অথবা তোমাদের কাছে এভাবে আসে যে, তাদের অন্তর তোমাদের সাথে এবং স্বজাতির সাথেও যুদ্ধ করতে অনিচ্ছুক। যদি আল্লাহ ইচ্ছে করতেন, তবে তোমাদের উপর তাদেরকে প্রবল করে দিতেন। ফলে তারা অবশ্যই তোমাদের সাথে যুদ্ধ করত। অতঃপর যদি তারা তোমাদের থেকে পৃথক থাকে তোমাদের সাথে যুদ্ধ না করে এবং তোমাদের সাথে সন্ধি করে, তবে আল্লাহ তোমাদের কে তাদের বিরুদ্ধে কোন পথ দেননি।
