surah Naml aya 12 , English translation of the meaning Ayah.
﴿وَأَدْخِلْ يَدَكَ فِي جَيْبِكَ تَخْرُجْ بَيْضَاءَ مِنْ غَيْرِ سُوءٍ ۖ فِي تِسْعِ آيَاتٍ إِلَىٰ فِرْعَوْنَ وَقَوْمِهِ ۚ إِنَّهُمْ كَانُوا قَوْمًا فَاسِقِينَ﴾
[ النمل: 12]
27:12 And put your hand into the opening of your garment [at the breast]; it will come out white without disease. [These are] among the nine signs [you will take] to Pharaoh and his people. Indeed, they have been a people defiantly disobedient."
Tafsir Ibn Katheer in EnglishAnd put your hand in the opening of your shirt; it will come out after entering it white like snow without being due to leprosy, as part of nine signs which testify to your truthfulness.
Along with the hand, they are: the staff, famine, loss of fruits, floods, locusts, lice, frogs, and blood, towards Pharaoh and his people.
They were a people left the obedience of Allah by disbelieving in him.

"And put your hand into your bosom, it will come forth white without hurt. (These are) among the nine signs (you will take) to Fir'aun (Pharaoh) and his people, they are a people who are the Fasiqun (rebellious, disobedient to Allah).

Waadkhil yadaka fee jaybika takhruj baydaa min ghayri sooin fee tisAAi ayatin ila firAAawna waqawmihi innahum kanoo qawman fasiqeena
Abdullah Yusuf Ali - Translation
"Now put thy hand into thy bosom, and it will come forth white without stain (or harm): (these are) among the nine Signs (thou wilt take) to Pharaoh and his people: for they are a people rebellious in transgression."
Safi-ur-Rahman al-Mubarakpuri
"And put your hand into opening of your garment, it will come forth white without hurt. (These are) among the nine signs (you will take) to Fir`awn and his people. Verily, they are a people who are rebellious."

*16) According to Surah Bani Isra'il:101, the Prophet Moses had been granted nine clearly visible Signs, which according to the details given in AI-A`raf were the following: (1) The staff's turning into a serpent, 12) the shining hand when it was drawn out of the armpit, (3) public triumph over the magicians, (4) occurrence of a widespread famine in the land as foretold by the Prophet Moses, t5) the storm, (6) the locusts, (7) the incidence of weevils in the grain stores and of lice among human beings and animals, (8) the frogs, and (9) the rain of blood. (Far explanation, see E.N. 43 of Az Zukhruf)..

اور ذرا اپنا ہاتھ اپنے گریبان میں تو ڈالو چمکتا ہوا نکلے گا بغیر کسی تکلیف کے یہ (دو نشانیاں) نو نشانیوں میں سے ہیں فرعون اور اس کی قوم کی طرف (لے جانے کے لیے)، وہ بڑے بد کردار لوگ ہیں"
