surah Fussilat aya 39 , English translation of the meaning Ayah.
﴿وَمِنْ آيَاتِهِ أَنَّكَ تَرَى الْأَرْضَ خَاشِعَةً فَإِذَا أَنزَلْنَا عَلَيْهَا الْمَاءَ اهْتَزَّتْ وَرَبَتْ ۚ إِنَّ الَّذِي أَحْيَاهَا لَمُحْيِي الْمَوْتَىٰ ۚ إِنَّهُ عَلَىٰ كُلِّ شَيْءٍ قَدِيرٌ﴾
[ فصلت: 39]
41:39 And of His signs is that you see the earth stilled, but when We send down upon it rain, it quivers and grows. Indeed, He who has given it life is the Giver of Life to the dead. Indeed, He is over all things competent.
Tafsir Ibn Katheer in EnglishAnd also from among the signs of Allah that point towards His oneness and power to resurrect, is that you see the earth without any plants on it.
Then, when He sends rainwater on it, it begins to move due to the hidden growth of seeds within it and it raises.
Indeed, the being who revived this barren earth through growth is the one who will revive the dead and resurrect them to take them to account and requite them.
Indeed, He is capable of everything; reviving the earth after it has become barren is not impossible for Him, nor is reviving the dead and resurrecting them from their graves.

And among His Signs (in this), that you see the earth barren, but when We send down water (rain) to it, it is stirred to life and growth (of vegetations). Verily, He Who gives it life, surely, (He) is Able to give life to the dead (on the Day of Resurrection). Indeed! He is Able to do all things.

Wamin ayatihi annaka tara alarda khashiAAatan faitha anzalna AAalayha almaa ihtazzat warabat inna allathee ahyaha lamuhyee almawta innahu AAala kulli shayin qadeerun
Abdullah Yusuf Ali - Translation
And among His Signs in this: thou seest the earth barren and desolate; but when We send down rain to it, it is stirred to life and yields increase. Truly, He Who gives life to the (dead) earth can surely give life to (men) who are dead. For He has power over all things.
Safi-ur-Rahman al-Mubarakpuri
And among His signs; that you see the earth barren, but when We send down water to it, it is stirred to life and growth. Verily, He Who gives it life, surely is able to give life to the dead. Indeed He is Able to do all things.

And among His visible signs and His marvels displaying Omnipotence and Authority is that you see the earth standing so desolate and so bare and when We send down the rain, it is stirred to activity and swells by absorption of moisture and begins the process of vegetal growth. Indeed He who revived it shall bring the dead back to life. He is indeed Qadiron (Omnipotent.) over all things

(41:39) And of His Signs is that you see the earth withered, then We send down water upon it, and lo! it quivers and swells. Surely He Who gives life to the dead earth will also give life to the dead. *47 Surely He has power over everything.

اور اللہ کی نشانیوں میں سے ایک یہ ہے کہ تم دیکھتے ہو زمین سونی پڑی ہوئی ہے، پھر جونہی کہ ہم نے اس پر پانی برسایا، یکایک وہ پھبک اٹھتی ہے اور پھول جاتی ہے یقیناً جو خدا اس مری ہوئی زمین کو جلا اٹھاتا ہے وہ مُردوں کو بھی زندگی بخشنے والا ہے یقیناً وہ ہر چیز پر قدرت رکھتا ہے
