And We gave Moses the Scripture, after We had destroyed the former (28:43)

﴿وَلَقَدْ آتَيْنَا مُوسَى الْكِتَابَ مِن بَعْدِ مَا أَهْلَكْنَا الْقُرُونَ الْأُولَىٰ بَصَائِرَ لِلنَّاسِ وَهُدًى وَرَحْمَةً لَّعَلَّهُمْ يَتَذَكَّرُونَ﴾
[ القصص: 43]

28:43 And We gave Moses the Scripture, after We had destroyed the former generations, as enlightenment for the people and guidance and mercy that they might be reminded.

Verily I gave Moses the Torah after I had sent My Messengers to the previous nations who were destroyed because they disbelieved.
In this Torah were clear evidences and teachings showing people that which would benefit them and that which would lead to their harm.
Therein was instruction towards goodness and mercy leading you to the good of both this world and the Hearafter.
Perhaps then they would contemplate over the bounties of Allah upon them, showing gratitude and believing in Him.

And indeed We gave Musa (Moses), after We had destroyed the generations of old, the Scripture [the Taurat (Torah)] as an enlightenment for mankind, and a guidance and a mercy, that they might remember (or receive admonition).

Walaqad atayna moosa alkitaba min baAAdi ma ahlakna alquroona aloola basaira lilnnasi wahudan warahmatan laAAallahum yatathakkaroona

We did reveal to Moses the Book after We had destroyed the earlier generations, (to give) Insight to men, and guidance and Mercy, that they might receive admonition.

Safi-ur-Rahman al-Mubarakpuri

And indeed We gave Musa -- after We had destroyed the generations of old -- the Scripture as an enlightenment for mankind, and a guidance and a mercy, that they might remember.
