surah Yasin aya 8 , English translation of the meaning Ayah.
﴿إِنَّا جَعَلْنَا فِي أَعْنَاقِهِمْ أَغْلَالًا فَهِيَ إِلَى الْأَذْقَانِ فَهُم مُّقْمَحُونَ﴾
[ يس: 8]
36:8 Indeed, We have put shackles on their necks, and they are to their chins, so they are with heads [kept] aloft.
Tafsir Ibn Katheer in EnglishThese people do not have faith nor are they guided.
Their example in this is like those in whose necks iron collars that extend all the way up and whose hands are tied to their necks under their chins.
As a result, they are forced to lift their heads to the sky and they are unable to lower them.
These people are shackled from having faith in Allah and therefore they do not submit to it and they do not lower their heads on account of it.

Verily! We have put on their necks iron collars reaching to chins, so that their heads are forced up.

Inna jaAAalna fee aAAnaqihim aghlalan fahiya ila alathqani fahum muqmahoona
Abdullah Yusuf Ali - Translation
We have put yokes round their necks right up to their chins, so that their heads are forced up (and they cannot see).
Safi-ur-Rahman al-Mubarakpuri
Verily, We have put on their necks iron collars reaching to the chins, so that their heads are raised up.
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".

(36:8) We have put fetters around their necks which reach up to their chins so that they are standing with their heads upright, *6
Indeed, We have put shackles on their necks, and they are to meaning
*6) "Fetters" in this verse implies their own stubbornness which was preventing them from accepting the truth. "Which reach to their chins" and "their standing with heads upright" implies the stiffness of the neck which is caused by pride and haughtiness. Allah means to impress this: "We have made their obstinacy and stubbornness the fetters of their neck, and their pride and haughtiness has made them so stiff-necked that they will not pay heed to any reality, however clear and evident it may be."
