surah Al Isra aya 13 , English translation of the meaning Ayah.
﴿وَكُلَّ إِنسَانٍ أَلْزَمْنَاهُ طَائِرَهُ فِي عُنُقِهِ ۖ وَنُخْرِجُ لَهُ يَوْمَ الْقِيَامَةِ كِتَابًا يَلْقَاهُ مَنشُورًا﴾
[ الإسراء: 13]
17:13 And [for] every person We have imposed his fate upon his neck, and We will produce for him on the Day of Resurrection a record which he will encounter spread open.
Tafsir Ibn Katheer in EnglishFor every person I have made the actions that proceed from him attached to him, like how a necklace is attached to the neck.
They will not leave him until he is taken to account for them.
On the Day of Judgement, I will bring out for him a book that contains every good or bad deed that he did, which he will find spread open before him.

And We have fastened every man's deeds to his neck, and on the Day of Resurrection, We shall bring out for him a book which he will find wide open.

Wakulla insanin alzamnahu tairahu fee AAunuqihi wanukhriju lahu yawma alqiyamati kitaban yalqahu manshooran
Abdullah Yusuf Ali - Translation
Every man's fate We have fastened on his own neck: On the Day of Judgment We shall bring out for him a scroll, which he will see spread open.
Safi-ur-Rahman al-Mubarakpuri
And We have fastened every man's Ta'irah (deeds) to his neck, and on the Day of Resurrection, We shall bring out for him a Book which he will find wide open.
We try our best to translate, keeping in mind the Italian saying: "Traduttore, traditore", which means: "Translation is a betrayal of the original text".

We encircled the neck of every human being with a bird of omen, (as it were) auguring well or ill, and in Day of Judgement will We present each with a book bearing his precise record laid open to view
Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi
(17:13) We have fastened the augury of every man to his own neck, *14 and on the Day of Resurrection We will bring forth a writing which he will find like an open book.
And [for] every person We have imposed his fate upon his neck, meaning
*14) "We have fastened the augury of every man to his own neck": therefore one does not need to take omens from a bird. : This is to remove the superstition of the disbelievers who used to take omens from birds etc., as if to say, "The causes and consequences of good fortune or bad fate exist in man's own person. He merits good fortune because of his own good conduct and good judgment, and likewise, suffers the consequences of evil fate by the lack of these". This was necessitated because foolish people always try to attribute their misfortunes to external causes, when in fact our fate depends on our own deeds, good or bad. If they probe into the causes, they will find that their fate was decided by their own good or bad qualities and judgments.
And [for] every person We have imposed his fate upon his neck, meaning in Urdu
ہر انسان کا شگون ہم نے اُس کے اپنے گلے میں لٹکا رکھا ہے، اور قیامت کے روز ہم ایک نوشتہ اُس کے لیے نکالیں گے جسے وہ کھلی کتاب کی طرح پائے گا
