﴿۞ إِنَّ شَرَّ الدَّوَابِّ عِندَ اللَّهِ الصُّمُّ الْبُكْمُ الَّذِينَ لَا يَعْقِلُونَ﴾
[ الأنفال: 22]
8:22 Indeed, the worst of living creatures in the sight of Allah are the deaf and dumb who do not use reason.
Tafsir Ibn Katheer in EnglishThe worst of creatures on the face of the earth in the sight of Allah are those who are deaf to the truth, not listening to it and accepting it; and dumb, not acknowledging the truth or calling to it, because they do not understand what Allah instructs or forbids.

Verily! The worst of (moving) living creatures with Allah are the deaf and the dumb, those who understand not (i.e. the disbelievers).

For the worst of beasts in the sight of Allah are the deaf and the dumb,- those who understand not.
