surah Takwir aya 29 , English translation of the meaning Ayah.
﴿وَمَا تَشَاءُونَ إِلَّا أَن يَشَاءَ اللَّهُ رَبُّ الْعَالَمِينَ﴾
[ التكوير: 29]
81:29 And you do not will except that Allah wills - Lord of the worlds.
Tafsir Ibn Katheer in EnglishYou can only will to remain steadfast or do anything else if Allah, the Lord of all created things, wills that.

And you will not, unless (it be) that Allah wills, the Lord of the 'Alamin (mankind, jinns and all that exists).

Wama tashaoona illa an yashaa Allahu rabbu alAAalameena

But ye shall not will except as Allah wills,- the Cherisher of the Worlds.
