surah An Naba aya 37 , English translation of the meaning Ayah.
﴿رَّبِّ السَّمَاوَاتِ وَالْأَرْضِ وَمَا بَيْنَهُمَا الرَّحْمَٰنِ ۖ لَا يَمْلِكُونَ مِنْهُ خِطَابًا﴾
[ النبأ: 37]
78:37 [From] the Lord of the heavens and the earth and whatever is between them, the Most Merciful. They possess not from Him [authority for] speech.
Tafsir Ibn Katheer in EnglishHe is the Lord of the heavens, the earth and whatever is between them; the benevolent of the world and the afterlife.
No one on earth or in the heavens is able to question Him except when He gives them permission.
Muhammad Taqiud-Din alHilali
(From) the Lord of the heavens and the earth, and whatsoever is in between them, the Most Beneficent, none can dare to speak with Him (on the Day of Resurrection except after His Leave).

(From) the Lord of the heavens and the earth, and all between, (Allah) Most Gracious: None shall have power to argue with Him.
Safi-ur-Rahman al-Mubarakpuri
The Lord of the heavens and the earth, and whatsoever is in between them, the Most Gracious, with Whom th- ey cannot dare to speak.
