﴿الَّذِينَ طَغَوْا فِي الْبِلَادِ﴾
[ الفجر: 11]
89:11 [All of] whom oppressed within the lands
Tafsir Ibn Katheer in EnglishAll these people transgressed the limit in tyranny and oppression; each of them transgressed it in his land.

(All) these transgressed beyond bounds in the lands,
Safi-ur-Rahman al-Mubarakpuri
