English - Sahih International

28:32 Insert your hand into the opening of your garment; it will come out white, without disease. And draw in your arm close to you [as prevention] from fear, for those are two proofs from your Lord to Pharaoh and his establishment. Indeed, they have been a people defiantly disobedient."

Tafsir Ibn Katheer in English
Abridged Explanation of the Quran

“Enter your right hand into your shirt collar, it will turn white upon you taking it out without any ailment.
” So Moses placed it into his collar and removed it, with it having turned white like snow.
“and draw your arm to your side” so Moses pressed it against his side and his fear subsided.
So these two things that have been mentioned: the staff and the hand, are two proofs sent from your Lord to Pharaoh and the leaders from his people.
Indeed, they were a nation who left the obedience of Allah by disbelief and sin.

Muhammad Taqiud-Din alHilali

"Put your hand in your bosom, it will come forth white without a disease, and draw your hand close to your side to be free from fear (that which you suffered from the snake, and also by that your hand will return to its original state). these are two Burhan (signs, miracles, evidences, proofs) from your Lord to Fir'aun (Pharaoh) and his chiefs. Verily, they are the people who are Fasiqun (rebellious, disobedient to Allah).

Abdullah Yusuf Ali - Translation

"Move thy hand into thy bosom, and it will come forth white without stain (or harm), and draw thy hand close to thy side (to guard) against fear. Those are the two credentials from thy Lord to Pharaoh and his Chiefs: for truly they are a people rebellious and wicked."

Safi-ur-Rahman al-Mubarakpuri

"Put your hand into the opening of your garment, it will come forth white without a disease; and draw your hand close to your side to be free from the fear. These are two proofs from your Lord to Fir`awn and his chiefs. Verily, they are the people who are rebellious."

اسلك يدك في جيبك تخرج بيضاء من غير سوء واضمم إليك جناحك من الرهب فذانك برهانان من ربك إلى فرعون وملئه إنهم كانوا قوما فاسقين

Almuntakhab Fi Tafsir Alquran Alkarim

Put your hand, He was told, into your bosom and it shall come out transfigured in a radiance of white divine light unharmed and all sound, and draw your hand to your side to put off the robe of fear. These are two divine signs evincing both My Omnipotence and Authority to present to Pharaoh and his peers, for they have been a people who confirmed themselves in the horrid purpose and the ill-intention

Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(28:32) Put your hand into your bosom: it will come out shining, without any harm to you ; *44 and fold back your arm to ward off fear. *45 These are two clear Signs from your Lord to be shown to Pharaoh and his courtiers: they are very disobedient people indeed. " *46

*44) These two miracles were shown to the Prophet Moses at that time so that, firstly, he himself is fully convinced that the same Being Who is speaking to him is, in fact, the Creator and Master and Ruler of the whole system of the universe and secondly, he should have full satisfaction that he was not going unarmed before Pharaoh, to perform the dangerous mission assigned to him, but would go well armed with the two powerful weapons.
*45) That is, "Whenever you experience the fear of any danger, fold back your arm to yourself: this will strengthen your heart and will deliver you completely from every feeling of fear and dread." The arm probably implies the right arm. The arm can be folded back in two ways: either by bringing the arm and pressing it against the side, or by pressing one hand under the armpit of the other. Probably the first way was implied, for in that case the other person cannot perceive that one is specially doing so in order to ward off fear.
The Prophet Moses was taught this device because he was being sent to counter a tyrannical government without any army and worldly equipment. He was going to meet with many a dreadful situation when a great Prophet also could not remain safe from fear and terror. AIlah said to him, "Whenever you face such a situation, just do this* and Pharaoh will not be able to shake your heart in spite of all the power of his mighty kingdom."
*46) The words by themselves imply: "Go to Pharaoh with these Signs and present yourself as Allah's Messenger, and invite him and his chiefs to the obedience and worship of Allah, Lord of the worlds." That is why his appointment has not been specified here, though at other places it has been clearly stated, thus: 'Go to Pharaoh for he has become rebellious' "(Ta Ha: 24) And: "When your Lord called Moses, saying: "Go forth to the wicked people--the people of Pharaoh'." (Ash-Shu'araa: 10).
