English Translation of the Meanings by Muhammad Muhsin Khan and Muhammad Taqi-ud-Din al-Hilali , Tafheem-ul-Quran by Syed Abu-al-A'la Maududi & English - Sahih International : surah Raad aya 31 in arabic text(The Thunder).
  
   

﴿وَلَوْ أَنَّ قُرْآنًا سُيِّرَتْ بِهِ الْجِبَالُ أَوْ قُطِّعَتْ بِهِ الْأَرْضُ أَوْ كُلِّمَ بِهِ الْمَوْتَىٰ ۗ بَل لِّلَّهِ الْأَمْرُ جَمِيعًا ۗ أَفَلَمْ يَيْأَسِ الَّذِينَ آمَنُوا أَن لَّوْ يَشَاءُ اللَّهُ لَهَدَى النَّاسَ جَمِيعًا ۗ وَلَا يَزَالُ الَّذِينَ كَفَرُوا تُصِيبُهُم بِمَا صَنَعُوا قَارِعَةٌ أَوْ تَحُلُّ قَرِيبًا مِّن دَارِهِمْ حَتَّىٰ يَأْتِيَ وَعْدُ اللَّهِ ۚ إِنَّ اللَّهَ لَا يُخْلِفُ الْمِيعَادَ﴾
[ الرعد: 31]

English - Sahih International

13:31 And if there was any qur'an by which the mountains would be removed or the earth would be broken apart or the dead would be made to speak, [it would be this Qur'an], but to Allah belongs the affair entirely. Then have those who believed not accepted that had Allah willed, He would have guided the people, all of them? And those who disbelieve do not cease to be struck, for what they have done, by calamity - or it will descend near their home - until there comes the promise of Allah. Indeed, Allah does not fail in [His] promise.

Abridged Explanation of the Quran

If any of the divine scriptures had the quality of being able to make the mountains move from their places or the earth split and turn into rivers and springs, or be recited to the dead who would then come to life, it would have been this Qur’ān that is revealed to you, O Messenger, for its evidence is clear and its effect is profound, if only their hearts were mindful - but they reject it.
Instead, the matter of sending down miracles and other matters are entirely in Allah’s control.
Do those who have faith in Allah not know that if Allah willed to guide all the people together without sending down any miracles He would have done so? But He did not will that.
Those who reject Allah continue to be struck with a severe disaster that shakes them, or such disaster falls close to their homes until Allah’s promise of the continuous punishment comes to pass.
Allah does not fail to accomplish what He promised when the time specified for it comes.

And if there had been a Quran with which mountains could be moved (from their places), or the earth could be cloven asunder, or the dead could be made to speak (it would not have been other than this Quran). But the decision of all things is certainly with Allah. Have not then those who believe yet known that had Allah willed, He could have guided all mankind? And a disaster will not cease to strike those who disbelieve because of their (evil) deeds or it (i.e. the disaster) settle close to their homes, until the Promise of Allah comes to pass. Certainly, Allah does not fail in His Promise.

Walaw anna quranan suyyirat bihi aljibalu aw quttiAAat bihi alardu aw kullima bihi almawta bal lillahi alamru jameeAAan afalam yayasi allatheena amanoo an law yashao Allahu lahada alnnasa jameeAAan wala yazalu allatheena kafaroo tuseebuhum bima sanaAAoo qariAAatun aw tahullu qareeban min darihim hatta yatiya waAAdu Allahi inna Allaha la yukhlifu almeeAAada

If there were a Qur'an with which mountains were moved, or the earth were cloven asunder, or the dead were made to speak, (this would be the one!) But, truly, the command is with Allah in all things! Do not the Believers know, that, had Allah (so) willed, He could have guided all mankind (to the right)? But the Unbelievers,- never will disaster cease to seize them for their (ill) deeds, or to settle close to their homes, until the promise of Allah come to pass, for, verily, Allah will not fail in His promise.

ولو أن قرآنا سيرت به الجبال أو قطعت به الأرض أو كلم به الموتى بل لله الأمر جميعا أفلم ييأس الذين آمنوا أن لو يشاء الله لهدى الناس جميعا ولا يزال الذين كفروا تصيبهم بما صنعوا قارعة أو تحل قريبا من دارهم حتى يأتي وعد الله إن الله لا يخلف الميعاد

Almuntakhab Fi Tafsir Alquran Alkarim

And if there be a discourse that has a firm place in the realm of fact, a discourse by which mountains could be set in motion or the earth be torn apart or the dead be spoken to it would have been this Quran But, command, control, domination and decision are asserted as Allahs own. Further, do those whose hearts have been touched with the divine hand not realize that had Allah willed He could have guided mankind as a whole to His path of righteousness! Nonetheless, those whose hearts dare rise defiant against Allah -shall not cease to be bombarded with disaster hitting them directly in requital of their evil deeds or hits close enough to their homes -as a deterrent- until Allahs promised punishment comes to pass. Allah never fails to keep His promise


Tafseer Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(13:31) And what (do you think) would have been the result, if We had sent a Qur'an that would have caused the mountains to move or cleft the earth asunder or made the dead speak? *47 (It is not difficult at all to show such Signs) for Allah has full power over everything. *48 Have the Believers (still any expectations of a Sign in answer to the demand of the disbelievers and) not given up all hope, (knowing) that Allah could have guided all mankind aright, *49 if He had so desired? As for the disbelievers, because of their misdeeds, one affliction or the other does not cease to visit them every now and then, or come near their home. It will go on like this untill Allah's threat come to pass. Indeed, Allah does not fail to bring about His threat.

*47) This verse has been addressed to the Believers who were feeling uneasy that no such Sign was being sent as was demanded by the disbelievers. They thought that such a Sign would convince the disbelievers and they would accept Islam. Therefore when no such Sign was sent, they became alI the more uneasy for the lack of the fulfilment of the demand that gave rise to doubts about the Prophethood of the Messenger. The question posed in this verse is meant to remove that uneasiness of the Muslims. It is like this: "Do you think that they would have embraced Islam if such and such Signs had been shown to them all of a sudden along with a Surah of the Qur'an ? Are you under the delusion that they are quite ready to accept Islam and are waiting only for such a Sign ? Do you think that those people who have failed to see the light of the Truth in the teachings of the Qur'an, in the phenomena of the universe, in the pure and spotless life of the Holy Prophet and in the wonderful change in the lives of his Companions, would see the light of the Truth in the moving of the mountains, in the cleavage of the earth and in the coming out of the dead from the graves?"
*48) "Allah has full power over everything" and can show any Sign if He so desires. He is not showing any Sign for it dces not fit in the scheme laid down for the guidance of Man. As the real object is to show Guidance to mankind through the Prophet and not to compel them to believe in the Prophethood of a Prophet, He desires that the people should gain guidance by thinking and observing wisely and not by seeing Signs.
*49) That is, "If the object had been to make human beings Believers even without consciously understanding it, Allah could have created them Believers by birth. "
 

And if there was any qur'an by which the mountains would be meaning in Urdu

اور کیا ہو جاتا اگر کوئی ایسا قرآن اتار دیا جاتا جس کے زور سے پہاڑ چلنے لگتے، یا زمین شق ہو جاتی، یا مُردے قبروں سے نکل کر بولنے لگتے؟ (اس طرح کی نشانیاں دکھا دینا کچھ مشکل نہیں ہے) بلکہ سارا اختیار ہی اللہ کے ہاتھ میں ہے پھر کیا اہل ایمان (ابھی تک کفار کی طلب کے جواب میں کسی نشانی کے ظہور کی آس لگا ئے بیٹھے ہیں اور وہ یہ جان کر) مایوس نہیں ہو گئے کہ اگر اللہ چاہتا تو سارے انسانوں کو ہدایت دے دیتا؟ جن لوگوں نے خدا کے ساتھ کفر کا رویہ اختیار کر ر کھا ہے اُن پر ان کے کرتوتوں کی وجہ سے کوئی نہ کوئی آفت آتی ہی رہتی ہے، یا ان کے گھر کے قریب کہیں نازل ہوتی ہے یہ سلسلہ چلتا رہے گا یہاں تک کہ اللہ کا وعدہ آن پورا ہو یقیناً اللہ اپنے وعدے کی خلاف ورزی نہیں کرتا
