surah Baqarah aya 21 , English translation of the meaning Ayah.
﴿يَا أَيُّهَا النَّاسُ اعْبُدُوا رَبَّكُمُ الَّذِي خَلَقَكُمْ وَالَّذِينَ مِن قَبْلِكُمْ لَعَلَّكُمْ تَتَّقُونَ﴾
[ البقرة: 21]
2:21 O mankind, worship your Lord, who created you and those before you, that you may become righteous -
Tafsir Ibn Katheer in EnglishO people, worship no one other than your Lord, because He created you and the people before you, so that you may save yourselves from suffering, by following His instructions and keeping away from what He has prohibited.

This is why the Qur'an first explained which kind of people can and which kind of people cannot benefit from the Qur'an. As this has been explained in the foregoing verses, the quintessence of the message to which the Qur'an invites all mankind is now put forth.
