surah Ibrahim aya 49 , English translation of the meaning Ayah.
﴿وَتَرَى الْمُجْرِمِينَ يَوْمَئِذٍ مُّقَرَّنِينَ فِي الْأَصْفَادِ﴾
[ إبراهيم: 49]
14:49 And you will see the criminals that Day bound together in shackles,
Tafsir Ibn Katheer in EnglishTheir clothes will be made from resin ( a highly flammable substance ), and their sullen faces will be covered with fire.
Muhammad Taqiud-Din alHilali
And you will see the Mujrimun (criminals, disbelievers in the Oneness of Allah Islamic Monotheism, polytheists, disobedient to Allah, etc.) that Day bound together in fetters; [Muqarranun in fetters; mean:- with their hands and feet tied to their necks with chains.]

Watara almujrimeena yawmaithin muqarraneena fee alasfadi
Abdullah Yusuf Ali - Translation
And thou wilt see the sinners that day bound together in fetters;-
Safi-ur-Rahman al-Mubarakpuri
And you will see the criminals that Day, Muqarranun (bound together) in fetters.
