Surah Tawbah ayat 115 Tafsir Ibn Kathir - English Translation of the Meanings , Tafheem-ul-Quran by Syed Abu-al-A'la Maududi & English - Sahih International : surah Tawbah aya 115 in arabic text(The Repentance).
  
   

﴿وَمَا كَانَ اللَّهُ لِيُضِلَّ قَوْمًا بَعْدَ إِذْ هَدَاهُمْ حَتَّىٰ يُبَيِّنَ لَهُم مَّا يَتَّقُونَ ۚ إِنَّ اللَّهَ بِكُلِّ شَيْءٍ عَلِيمٌ﴾
[ التوبة: 115]

English - Sahih International

9:115 And Allah would not let a people stray after He has guided them until He makes clear to them what they should avoid. Indeed, Allah is Knowing of all things.

And God would never send a people astray after He had guided them to Islam until He had made clear to them that which they should be wary of in the way of deeds but when they are not wary of it then they deserve to be sent astray. Surely God is Knower of all things including who deserves to be sent astray or to be guided.

Nor would Allah lead, people into error after He has guided them lo His path of righteousness until He has explicitly made known to them what they must avoid and they did not, Allah is indeed Alimun (Omniscient) of all in all

Recompense comes after Proof is established Allah describes His Honorable Self and just judgment in that He does not lead a people astray but after the Message comes to them, so that the proof is established against them.
For instance, Allah said, وَأَمَّا ثَمُودُ فَهَدَيْنَـهُمْ ( And as for Thamud, We showed and made clear to them the path of truth ... ) 41:17.
Mujahid commented on Allah's saying; وَمَا كَانَ اللَّهُ لِيُضِلَّ قَوْماً بَعْدَ إِذْ هَدَاهُمْ ( And Allah will never lead a people astray after He has guided them ) "Allah the Mighty and Sublime is clarifying to the believers about not seeking forgiveness for the idolators in particular, and in general, it is an exhortation to beware of disobeying Him, and encouragement to obey Him.
So either do or suffer." Ibn Jarir commented, "Allah says that He would not direct you to misguidance, so that you invoke Him for forgiveness for your dead idolators, after He gave you guidance and directed you to believe in Him and in His Messenger ! First, He will inform you of what you should avoid, so that you avoid it.
Before He informs you that this action is not allowed, you would not have disobeyed Him and fallen into what He prohibited for you if you indulge in this action.
Therefore, in this case, He will not allow you to be misguided.
Verily, guidance or misguidance occurs after commands and prohibitions are established.
As for those who were neither commanded nor prohibited, they can neither be obedient nor disobedient in doing what they were neither ordered nor prohibited from doing." Allah said, إِنَّ اللَّهَ لَهُ مُلْكُ السَّمَـوَتِ وَالاٌّرْضِ يُحْىِ وَيُمِيتُ وَمَا لَكُمْ مِّن دُونِ اللَّهِ مِن وَلِىٍّ وَلاَ نَصِيرٍ ( Indeed to Allah belongs the dominion of the heavens and the earth, He gives life and He causes death.
And besides Allah you have neither any protector nor any helper. )
Ibn Jarir commented, "This is an encouragement from Allah for His believing servants to fight the idolators and chiefs of disbelief.
It is also a command for them to trust in Allah's aid, for He is the Owner of the heavens and earth, and not to fear His enemies.
Verily, they have no protector besides Allah, nor a supporter other than Him."

Tafseer Tafheem-ul-Quran Syed Abu-al-A'la Maududi

(9:115) It is not the way of Allah to let people go astray after He has given them guidance, until He makes plain to them all that they should avoid *114 : surely Allah has the knowledge of everything.

And Allah would not let a people meaning

beforehand that they should avoid such and such thoughts, deeds and ways.
But if they take no heed, and persist in wrong thinking and wrongdoing, Allah withholds His guidance from them and lets them follow the wrong way they themselves choose to follow.

This is the general formula that helps understand those passages of the Qur'an in which Allah ascribes to Himself the guidance and the deviation of the people.
Allah's guidance is that He makes plain to them the Right Way through His Prophets and Books.
Then He enables those who have the intention, to follow the Right Way.
On the other hand, He dces not force and compel them to follow the Right Way, if they themselves intend to persist in the wrong ways in spite of the fact that the Right Way has been made quite clear to them; He rather enables them to follow the way they themselves intend to follow.

As regards the context in which this occurs here, it is plain that it is meant to warn those people who have been mentioned in the preceding passage, and to introduce those who are .going to be mentioned in the succeeding passage

Tanwîr al-Miqbâs min Tafsîr Ibn ‘Abbâs


( It was never Allah’s (part ) that he should send a folk astray) that he should leave a folk in error; it is also said this means: Allah will never thwart the works of a folk ( after He had guided them ) to faith ( until He had made clear unto them what they should avoid ) that which has been abrogated by means of that which has abrogated it. ( Lo! Allah is Aware of all things ) the abrogated and the abrogating.

And Allah will never lead a people astray after He has guided them until He makes clear to them as to what they should avoid. Verily, Allah is the All-Knower of everything.
