surah Muhammad aya 23 , English translation of the meaning Ayah.
﴿أُولَٰئِكَ الَّذِينَ لَعَنَهُمُ اللَّهُ فَأَصَمَّهُمْ وَأَعْمَىٰ أَبْصَارَهُمْ﴾
[ محمد: 23]
47:23 Those [who do so] are the ones that Allah has cursed, so He deafened them and blinded their vision.
Tafsir Ibn Katheer in EnglishThose who are described as making mischief on earth and cutting family ties are the ones whom Allah has distanced from His mercy, whose ears He has made deaf to hearing the truth with acceptance and submission, and whose sight He has blinded from seeing it with reflection.

Such are they whom Allah has cursed, so that He has made them deaf and blinded their sight.

Olaika allatheena laAAanahumu Allahu faasammahum waaAAma absarahum

Such are the men whom Allah has cursed for He has made them deaf and blinded their sight.
Safi-ur-Rahman al-Mubarakpuri
Such are the ones whom Allah has cursed, so that He has made them deaf and blinded their vision.

such persons are those whom Allah has afflicted with such evils as indicate a malignant fate and has deafened their hearts ears and blinded their minds eyes

(47:23) It is these upon whom Allah has laid His curse: so He made them deaf and deprived them of their sight.
