Both Tafkheem and Tarqeeq Permissible
Cases Where Both Tafkheem and Tarqeeq of Raa Are Permissible
1. When the Raa is silent, preceded by an original kasra, and followed by a kasra-voweled Isti'la letter. As in firqin in ﴾Fanfalaqa fakana kullu firqin ka-t-tawdi-l-'azeem﴿ (Ash-Shu'ara: 63) — both Tafkheem and Tarqeeq are permitted here, whether continuing or stopping, with Tarqeeq being more commonly favored. Some hold Tarqeeq preferable when continuing and Tafkheem preferable when stopping.
2. When the Raa becomes silent due to stopping, preceded by a silent Isti'la letter which is itself preceded by a kasra. For example:
— Misra in ﴾Idkhuloo Misra﴿ (Yusuf: 99) — Tafkheem is permissible when stopping on the Raa of Misr, due to the preceding silent Isti'la letter, and Tarqeeq is permissible due to the kasra before that silent Isti'la letter. Tafkheem is preferred, since the Raa is heavy (with a fatha) when continuing.
— al-qitr in ﴾Wa'asalna lahu 'ayna-l-qitr﴿ (Saba: 12) — those weighing the Isti'la letter (Ttaa) favor Tafkheem, while those weighing the kasra of Qaf favor Tarqeeq; Tarqeeq is preferred here, since the Raa is light when continuing.
— wanudhur, occurring in several places in Surah Al-Qamar, such as ﴾Fakayfa kana 'adhabi wanudhur﴿ (Al-Qamar: 16) — Tarqeeq is permissible due to the dropped Yaa at the word's end (the original form being "wanudhuri"), and Tafkheem is permissible due to the preceding damma. Tarqeeq is preferred, since the Raa is light (kasra-voweled) when continuing.
— yasri in ﴾Wa-l-layli idha yasri﴿ (Al-Fajr: 4) — Tafkheem is permissible due to the fatha preceding the silent Seen, and Tarqeeq is permissible due to the dropped final Yaa (the original form being "yasree"). Tarqeeq is preferred, since the Raa is light when continuing (kasra-voweled).
— ﴾Fa'asri﴿ and ﴾An asri﴿: both Tafkheem and Tarqeeq are permissible when stopping on these words, with Tarqeeq preferred, since the Raa is kasra-voweled when continuing.
Note: Tafkheem and Tarqeeq of Raa when stopping with Rawm:
A word-final Raa stopped on with Rawm (see the section on the rules of Waqf) takes the ruling of a voweled Raa: if it carries a kasra when continuing, it is given Tarqeeq when stopped on with Rawm; if it carries a damma, it is given Tafkheem.
