Explanation of the Verse:
O believers, Allah commands you to complete the rites of Hajj and ‘Umrah with full devotion, performing them perfectly and sincerely for His sake alone—not for show, not for worldly gain, but purely out of love and obedience to your Lord. This is a beautiful invitation to draw near to Allah through these sacred acts of worship.
If, however, you are prevented from completing them after having entered the state of Ihrām—whether due to illness, an enemy, or any other obstacle—then do not despair, for Allah has made a way out for you. In such a case, you are required to offer whatever is easy for you from the sacrificial animals (a sheep, a share in a cow, or a camel) as a means of drawing closer to Allah and exiting your Ihrām. And do not shave your heads until the sacrificial animal reaches its designated place of slaughter. For the one who is blocked from reaching the Sacred House, the animal is slaughtered where he is prevented, just as the Prophet (peace be upon him) did at Hudaybiyyah. For the one who is not blocked, the animal is slaughtered in the Sacred Sanctuary on the Day of Sacrifice and the days that follow.
Now, if any of you is ill or has an ailment in his head—such as severe itching, lice, or pain—that necessitates shaving while in Ihrām, then he may shave, but he must offer a fidyah: either fasting three days, or feeding six poor people (half a ṣā‘ of food each), or sacrificing a sheep to be distributed among the poor of the Sacred Sanctuary. This shows the mercy of Allah—He does not burden a soul beyond its capacity, and He always provides ease alongside every difficulty.
When you are safe and secure, and you wish to perform the Tamatta‘ form of Hajj—that is, completing your ‘Umrah, releasing from Ihrām, and then entering Ihrām for Hajj in the same year—then you must offer whatever is easy from the sacrificial animal as a token of gratitude to Allah for enabling you to perform these blessed rites. If you cannot find or afford an animal, then fast three days during the Hajj season (such as the day before Tarwiyah, the day of Tarwiyah, and the day of ‘Arafah) and seven days when you return home—making ten complete days in total. This is a beautiful demonstration of Allah’s mercy: He accepts the sacrifice of the wealthy and the fast of the poor, for He looks not at your wealth but at your hearts and your sincerity.
This ruling—of offering the Hady or fasting—applies to those whose families do not reside in the Sacred Sanctuary area. As for the residents of Makkah and its surroundings, they are not required to offer the Hady for Tamatta‘, as they are already close to the Sacred House.
Finally, Allah concludes with a powerful reminder: Fear Allah in all your affairs, and know with certainty that Allah is severe in punishment for those who disobey His commands and transgress His limits. Let this be a call to every believer to approach these sacred rites with reverence, humility, and complete submission to the will of Allah, for He is the One who loves those who purify themselves and draw near to Him.
