The Interpretation:
O believers, there is no sin or blame upon you if you hint indirectly at your desire to marry a woman who is observing her waiting period (ʿiddah)—whether she is a widow whose husband has passed away or a woman who has been divorced with a final, irrevocable divorce. Likewise, there is no blame upon you if you merely keep the intention of marrying her hidden in your hearts, without voicing it. Allah, in His perfect knowledge, knows that you are human, with natural desires and inclinations, and that you will inevitably think of these women and long for them. Therefore, He has permitted you to allude to your interest in a respectful manner, but He has forbidden you from making any secret arrangements with them—such as agreeing to meet privately, engaging in immoral acts, or promising marriage in secret—except that you may say a decent and honorable word that is understood as a hint, like saying, "You are a woman of good qualities," or "I hope to find a good match like you."
Moreover, you must not firmly resolve to conclude the marriage contract during the waiting period itself. You must wait until the prescribed term reaches its end, and the woman becomes free to marry again. And know with certainty that Allah knows what is in your hearts—whether your intentions are pure or otherwise—so fear Him and be mindful of Him in all your affairs. Do not let your desires lead you to transgress His boundaries. Yet, at the same time, know that Allah is Oft-Forgiving and Forbearing; He does not hasten to punish His servants, and He is ever ready to forgive those who repent and turn back to Him.
A Call to Reflection and Piety:
This verse is a beautiful demonstration of Allah's mercy and His deep understanding of human nature. He does not burden us with impossible demands, nor does He leave us without guidance. Instead, He opens the door of permissible means while protecting the sanctity of relationships and the dignity of women. It teaches us that even in matters of the heart and marriage, Islam provides a balanced, pure, and honorable path. Let this be a reminder that Allah is always near, always aware of our innermost thoughts, and always ready to forgive. So, turn to Him with sincerity, guard your hearts, and trust in His wisdom—for in His guidance lies true peace and success in this life and the Hereafter.
