Key Words and Their Meanings:

  • Az-Zaniyah / Az-Zani – The fornicatress and the fornicator (those who commit unlawful sexual intercourse and have never been married).
  • Fajlidu – Flog, i.e., strike with a whip.
  • Jaldah – A single lash/strike.
  • Ra’fah – Tenderness or compassion that leads to leniency.
  • Fi Dinillah – In (executing) the religion/command of Allah.
  • Ta’ifah – A group/company of believers.

Explanation of the Verse:

This noble verse establishes a clear and firm divine ruling for unmarried individuals who commit the grave sin of fornication or adultery. Allah, the Most Wise, commands the Muslim community to carry out the prescribed punishment: one hundred lashes for each offender, male and female alike. This punishment applies specifically to those who are free, adult, sane, and have never been married before. The Sunnah of the Prophet (peace be upon him) further clarifies that in addition to the flogging, the offender is to be exiled for one year as a supplementary penalty.

The verse then delivers a profound and powerful admonition: "Let not compassion for the two detain you from executing the command of Allah." This is a direct warning to judges, rulers, and the Muslim community not to let personal feelings of pity or mercy override the obligation of implementing Allah’s law. True faith in Allah and the Last Day demands that we submit completely to His judgment, knowing that His wisdom is far greater than our limited understanding. The punishment is not an act of cruelty; rather, it is a mercy in disguise—a purification for the sinner in this world and a means of protecting the fabric of society from moral decay.

Finally, Allah commands that a group of believers witness the punishment. This serves multiple profound purposes: it publicly deters others from committing similar sins, it humiliates the offenders as a form of correction and purification, and it reinforces the collective responsibility of the community in upholding moral standards. The presence of witnesses turns the punishment into a lesson for all, reminding every believer of the severe consequences of transgressing Allah’s boundaries.

A Da’wah Reflection:

Dear reader, reflect on the beauty and wisdom of this ruling. Islam does not leave society to fall into chaos and moral corruption; rather, it establishes clear boundaries that protect honor, lineage, and the sanctity of family. The punishment is severe, but its purpose is preventive and purifying. When a person truly fears Allah and believes in the Day of Judgment, they will think twice before falling into such sin. Moreover, the command to show no leniency in executing the punishment is not a call to cruelty—it is a call to justice. True mercy lies in upholding the law that Allah, the Most Merciful, has legislated. By obeying His commands, we attain success in this life and the next. Let this verse inspire you to appreciate the perfection of Islamic law, which balances justice with mercy, and to strive always to live a life of purity and righteousness, seeking Allah’s forgiveness and guidance.
