surah Raad aya 12 , English translation of the meaning Ayah.
﴿هُوَ الَّذِي يُرِيكُمُ الْبَرْقَ خَوْفًا وَطَمَعًا وَيُنشِئُ السَّحَابَ الثِّقَالَ﴾
[ الرعد: 12]
13:12 It is He who shows you lightening, [causing] fear and aspiration, and generates the heavy clouds.
Tafsir Ibn Katheer in EnglishIt is He who shows you, O people, the lightning, inspiring in you both fear of the lightning bolts and hope of rain.
It is He who forms the clouds laden with rain water.
Muhammad Taqiud-Din alHilali
It is He who shows you the lightning, as a fear (for travellers) and as a hope (for those who wait for rain). And it is He Who brings up (or originates) the clouds, heavy (with water).

Huwa allathee yureekumu albarqa khawfan watamaAAan wayunshio alssahaba alththiqala
Abdullah Yusuf Ali - Translation
It is He Who doth show you the lightning, by way both of fear and of hope: It is He Who doth raise up the clouds, heavy with (fertilising) rain!
Safi-ur-Rahman al-Mubarakpuri
It is He Who shows you the lightning, as a fear and as a hope. And it is He Who brings up the clouds, heavy (with water).

He is it Who exhibits to view the lightening -the electrical discharges between groups of clouds or between the clouds and the ground- which actuate you people with the feeling of fear. It might bring suffering, strike one dead or engender a cyclonic storm. Also with the feeling of hope of rainfalls to revive the land that has been pined with drought- and He is it Who engenders the thick clouds, the cumulus and the cumulus nimbus

(13:12) It is He Who makes the lightning flash before you to fill you both with fear and with hope: it is He Who produces clouds laden with water.
