Translation — Tafsir
Word Meanings:
- Taaboo (تَابُوا) — They repented, turned back to Allah in sincere remorse.

- Qadirtum (قَدِرْتُمْ) — You have power or control over them.
Explanation of the Verse:
This noble verse is a continuation of the rulings concerning those who wage war against Allah and His Messenger and spread corruption in the land — the so-called "muharibun" (those who commit armed robbery, banditry, or acts of terror against society). After mentioning the severe punishments for such offenders — execution, crucifixion, amputation of hands and feet from opposite sides, or exile — Allah, in His infinite mercy, makes an exception.
He says: "Except for those who repent before you gain power over them." This means that if the offenders come forward voluntarily and repent — turning back to Allah with sincere hearts — before the authorities capture them or before they are brought to justice, then their repentance is accepted. The prescribed worldly punishments are lifted from them, and they are spared from the harsh penalties that would otherwise apply.
This is a profound demonstration of Allah's mercy. Even those who have committed the gravest crimes against society — spreading fear, shedding blood, and destabilizing the community — are given a window of opportunity to return to their Lord and mend their ways. The moment they repent sincerely and surrender themselves before being caught, their crimes are forgiven, and the punishment is waived.
The verse concludes with a powerful reminder: "Then know that Allah is Forgiving and Merciful." This is a call to the believers — especially those in positions of authority — to recognize that just as they are commanded to uphold justice, they must also embrace mercy when repentance is genuine. Allah's forgiveness encompasses all sins, no matter how great, for those who turn back to Him with truthfulness and sincerity.
A Call to Reflection and Action:
Dear reader, look at the beauty of Islam! Even in the most severe rulings, there is always a door of mercy left open. Allah does not delight in punishing His servants; rather, He delights in their repentance and return to Him. This verse teaches us that no one is beyond redemption, no matter how far they have strayed. The Prophet Muhammad (peace be upon him) said: "Allah stretches out His Hand at night so that the sinner of the day may repent, and stretches out His Hand in the day so that the sinner of the night may repent — until the sun rises from the west" (Muslim).
So, if you have fallen into sin — whether great or small — do not despair of Allah's mercy. Rush to repentance before it is too late, before the angels seize you, before death overtakes you, and before you are brought to account. Allah's door of forgiveness is open, wide and welcoming. He calls you: "Say, O My servants who have transgressed against themselves, do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful" (Az-Zumar 39:53).
And for those in authority, this verse is a reminder to balance justice with compassion. When a wrongdoer comes forward in genuine repentance, accept it and treat them with kindness, for Allah loves those who are merciful to His creation. By doing so, you embody the very attributes of Allah — the Forgiving, the Merciful — and you open the doors of goodness for society as a whole.
