Tafsir (Explanation):
In this verse, Allah Almighty swears by the sacred city of Makkah, described as "Al-Balad Al-Amin" — the city of security and safety. This is the blessed city where the Kaaba stands, the qiblah (direction of prayer) for all Muslims, and the birthplace of the final Messenger, Prophet Muhammad (peace be upon him).
Makkah has been uniquely honored by Allah with a security that no other place on earth has enjoyed. Even during the pre-Islamic era of ignorance (Jahiliyyah), when tribal wars and bloodshed were rampant across the Arabian Peninsula, Makkah remained a sanctuary where people could travel, trade, and live without fear. Whoever entered it was safe from harm and aggression. This protection was a manifestation of Allah's divine care for this sacred place, and it continued after the advent of Islam, as Allah made it a place of pilgrimage (Hajj) and a sanctuary of peace.
The oath by this secure city carries profound meaning: it draws attention to the greatness of this place and the divine wisdom behind its selection as the cradle of the final revelation. It also serves as a reminder to humanity of Allah's blessings — that He provides security and peace, and that true tranquility is found only in submission to Him.

Answer that call, and you will find the true security that neither wealth nor status can provide — the security of a heart connected to Allah.
