Translation — Tafsir

Word Meanings:

  • Al-Mala' (الملأ): The chiefs, nobles, and distinguished leaders of a people whose counsel was sought in important matters.
  • Ulqiya ilayya (أُلْقِيَ إِلَيَّ): "It was thrown/cast to me" — meaning it was delivered and reached her in a sudden, unexpected manner.
  • Karim (كَرِيم): Noble, honorable, dignified — a book of great value and high status, sealed and emanating reverence.

Tafsir (Interpretation):

When the hoopoe delivered the letter to Queen Bilqis of Sheba, she received it with composure and wisdom. She did not react hastily or dismiss it, but instead gathered her council of chiefs and nobles — the decision-makers of her kingdom — and addressed them with these words: "O chiefs! Indeed, a noble and honorable letter has been cast down to me."

She recognized the significance of this correspondence at once. The letter was sealed, which in that time and culture was a mark of dignity and importance — only those of high standing sent sealed letters. Its content and the manner of its delivery signaled that it came from a figure of immense authority and gravity. Rather than concealing it or acting alone, she chose to consult her people, demonstrating her wisdom as a ruler who valued collective counsel.

This moment marks a turning point in the story — a queen of a mighty kingdom, upon receiving a single letter, did not underestimate its source. She understood that behind this letter stood a prophet and a king whose message carried weight. Her words reflect both her intelligence and her respect for what had reached her, setting the stage for the events that followed.

A Da'wah Reflection:

This verse beautifully illustrates how a person of wisdom responds to the truth when it arrives — with openness, seriousness, and consultation rather than arrogance or dismissal. Queen Bilqis, despite her power and wealth, did not let pride blind her. She recognized the nobility of the message and gave it due consideration. How often do we receive the greatest message of all — the Qur'an — and treat it with less reverence than this queen treated a single letter? The Qur'an is truly the most noble and honorable book ever sent, and our response to it should mirror her wisdom: to pause, reflect, and seek understanding, rather than turn away. Let this be an invitation to approach the Book of Allah with the same dignity and sincerity, for it is a letter from the Lord of the Worlds to each one of us.

[Solomon] said, "We will see whether you were truthful or were of the liars.
Take this letter of mine and deliver it to them. Then leave them and see what [answer] they will return."
She said, "O eminent ones, indeed, to me has been delivered a noble letter.
Indeed, it is from Solomon, and indeed, it reads: 'In the name of Allah, the Entirely Merciful, the Especially Merciful,
Be not haughty with me but come to me in submission [as Muslims].' "
