  • Fasl (فَصْلٌ): Decisive, separating, conclusive — that which distinctly separates truth from falsehood with absolute clarity and finality.

Tafsir (Explanation):

This verse stands as a powerful declaration of the divine origin and supreme authority of the Qur'an. Allah, the Exalted, swears by the heavens and the earth — by the rain that falls repeatedly and the earth that splits open to bring forth vegetation — and then delivers the ultimate verdict: "Indeed, it [the Qur'an] is a decisive statement."

The pronoun "it" refers to the Qur'an itself, the noble revelation sent down upon Prophet Muhammad (peace be upon him). It is not a book of amusement, entertainment, or idle talk. Rather, it is the definitive criterion that separates truth from falsehood, justice from oppression, guidance from misguidance, and sincerity from deception. It is a speech that leaves no room for ambiguity — it judges between people, settles disputes, and clarifies every matter with wisdom and precision.

This verse carries profound implications for every human being. The Qur'an is not merely a text to be recited for blessings, though that in itself is virtuous. It is a living constitution for life — a decisive word that distinguishes right from wrong in every affair, from the worship of Allah to the dealings between people, from matters of the heart to matters of society. When the Qur'an speaks on a matter, the discussion is closed; when it commands, obedience is due; when it prohibits, abstention is required.

Whoever holds fast to it will never be lost, and whoever judges by it will never be unjust. It is the word that will testify for you on the Day of Judgment — or against you. 11وَالسَّمَاءِ ذَاتِ الرَّجْعِ
By the sky which returns [rain]
12وَالْأَرْضِ ذَاتِ الصَّدْعِ
And [by] the earth which cracks open,
13إِنَّهُ لَقَوْلٌ فَصْلٌ
Indeed, the Qur'an is a decisive statement,
14وَمَا هُوَ بِالْهَزْلِ
And it is not amusement.
15إِنَّهُمْ يَكِيدُونَ كَيْدًا
Indeed, they are planning a plan,
