Word Meanings:
- Ūlū quwwah (أولو قوة): Possessors of strength and power, referring to physical might, military capability, and resources.
- Ūlū ba's shadīd (أولو بأس شديد): Possessors of severe valour and fierce combativeness — denoting courage, bravery, and formidable prowess in warfare.
- Al-amru ilayk (والأمر إليك): The matter is left to you — meaning the final decision rests with her.
- Fa-nzurī (فانظري): So consider and deliberate — i.e., reflect carefully on the best course of action.
- Mādhā ta'murīn (ماذا تأمرين): What do you command? — indicating their readiness to obey her directive.
Explanation of the Verse:
When the Queen of Sheba (Bilqīs) consulted her council of chiefs and nobles regarding the letter she had received from Prophet Sulaymān (peace be upon him) — a letter inviting them to submit to Allah alone — they responded with a reply that combined strength, loyalty, and deference to her leadership.
They said: "We are a people of great strength and formidable might." This was not mere boasting; it was an honest assessment of their military capabilities, their numbers, their weaponry, and their readiness for battle. They were telling her that if she chose the path of war, they were fully prepared to fight with courage and ferocity. The phrase "severe valour" (ba's shadīd) conveys not just physical power but also the fierce determination and bravery that makes an army truly formidable in the heat of conflict.
Yet, despite this display of strength, they immediately deferred to her wisdom: "And the matter is yours — so consider what you command." This was a remarkable expression of trust and respect for their queen's judgment. They acknowledged that while they possessed the power to fight, she possessed the wisdom to decide. They placed the decision entirely in her hands, pledging their obedience to whatever she chose.
This response reveals a beautiful balance: strength combined with wisdom, capability coupled with humility. They did not rush into war, nor did they dismiss the seriousness of the letter. Instead, they recognised that the best use of their power was to support their leader's considered decision — whether that be peace or war.
Reflection and Guidance:
This verse offers profound lessons for every believer. Notice how the nobles of Sheba did not let their military strength make them arrogant or reckless. They understood that true strength lies not only in the ability to fight but also in the wisdom to know when to fight and when to seek peace. They placed their trust in their leader's discernment, showing that unity and consultation are greater assets than raw power alone.
For us as Muslims, this teaches the importance of combining strength with wisdom, and power with humility. Allah has commanded us to prepare our strength to deter aggression, but He has also commanded us to incline towards peace when the enemy inclines towards it. The believers are described as "strong against the disbelievers" yet "merciful among themselves" — a perfect balance of might and compassion.
Moreover, this verse reminds us of the value of consultation (shūrā) in our affairs. The Queen consulted her people, and they responded with honesty and loyalty. When we face important decisions, we should seek counsel from those of wisdom and experience, and when we are entrusted with responsibility, we should respond with sincerity and commitment.
Ultimately, the story of Bilqīs and her people shows how Allah guided a wise and powerful nation to the truth through the gentle invitation of a prophet. It demonstrates that when hearts are open to reflection and minds are free from arrogance, the light of guidance can penetrate even the most powerful of courts. May Allah grant us the wisdom to use our strengths in His obedience and the humility to accept His guidance.
