Word Meanings:
- As-Sāriq / As-Sāriqah: The male thief and the female thief – one who secretly takes the property of others without their consent.
- Fa-qṭaʿū: Cut off (the hand) – a prescribed legal punishment.
- Jazāʾ: A recompense or requital for what they have earned.
- Nakāl: A severe, exemplary punishment intended to deter the offender and others from committing the same crime.
- ʿAzīz: The Almighty, the All-Powerful, Whose will none can oppose.
- Ḥakīm: The All-Wise, Who places everything in its proper order and legislates with perfect wisdom.
Tafsir (Explanation):
O you who are entrusted with authority and governance! Allah, the Lord of all worlds, has legislated a clear and decisive ruling for the crime of theft: the male thief and the female thief – both are subject to the cutting off of their hands. This punishment is not an act of cruelty or vengeance; rather, it is a divine prescription, a recompense for the crime they have committed by unlawfully taking the wealth of others, and a deterrent punishment from Allah Himself.
The wisdom behind this severe penalty is profound. It serves a dual purpose: first, it is justice for the wronged – a fitting consequence for the violation of people's rights and the breach of trust in society. Second, it is a *nakāl* – an exemplary punishment that strikes fear into the hearts of would-be criminals, protecting the community from the spread of corruption and the erosion of security. When people know that theft carries such a weighty consequence, they think twice before transgressing the boundaries set by Allah.
The hand that is cut is the right hand, as established by the practice of the Prophet ﷺ and the understanding of the early scholars. This punishment is not applied arbitrarily; it is carried out only after the conditions are met – such as the theft of property above a certain value, taken secretly, and proven through proper legal channels. Islam does not rush to punishment; it establishes justice with mercy, but when the crime is proven, the penalty stands as a guardian of societal order.
And Allah is ʿAzīz – Mighty in His dominion, His command prevails, and no one can overturn His decree. He is also Ḥakīm – All-Wise in His legislation, knowing exactly what humanity needs for its wellbeing in this life and the next. His laws are not arbitrary; they are rooted in perfect wisdom, even if our limited minds cannot always grasp the full picture.

If you have ever been tempted to take what is not rightfully yours, know that Allah sees all, and His justice is certain. But His mercy is even greater – He opens the door of repentance before the punishment is carried out, and He forgives those who turn back to Him sincerely. The one who steals and then repents, returns the property, and reforms himself may find Allah's forgiveness, for Allah is Oft-Forgiving, Most Merciful.
And for those who uphold justice and protect the rights of others, know that Allah loves the doers of good. The society that implements Allah's law with wisdom and compassion is a society that flourishes, for it is built on the foundation of divine guidance. Embrace this guidance, and you will find peace in this life and success in the Hereafter.
