The Tafsir (Explanation):
After mentioning the hypocrites who made false excuses and were condemned, Allah now turns our attention to another group of people from the people of Madinah and its surroundings. These are not hypocrites; rather, they are sincere believers who made a grave mistake. They had stayed behind from the expedition of Tabuk without a valid excuse, but unlike the hypocrites, they did not try to justify their failure or lie about it. Instead, they openly confessed their sins to Allah and to His Messenger ﷺ, acknowledging that they had no excuse for their negligence.
These people were not wholly bad. They had a mixture of deeds: they performed righteous actions—such as their previous obedience to Allah, their prayers, their fasting, their faith, and their sincere admission of guilt and repentance—but they also had evil actions, namely their failure to join the Prophet ﷺ in jihad and their disobedience in staying behind. They did not try to hide their fault or mix hypocrisy with their faith; rather, they combined their good deeds with this one bad deed, and they were deeply regretful.
The verse then brings a beautiful and hopeful message: "Perhaps Allah will turn to them in forgiveness." This is not a sign of doubt; rather, it is a promise of hope and mercy. When a servant admits his sin, feels remorse, and sincerely seeks forgiveness, Allah’s mercy is near. The verse concludes with the reassuring words: "Indeed, Allah is Forgiving and Merciful." These two divine attributes are a source of immense comfort—Allah’s forgiveness covers the sins of those who repent, and His mercy embraces them with kindness and grace.
A Da‘wah Reflection:
Dear reader, look at the beauty of Islam! Even after a person falls into sin, the door of repentance remains wide open. Allah does not ask us to be perfect; He asks us to be sincere. The people mentioned in this verse were not punished for their mistake because they did not persist in it or make excuses—they admitted it, regretted it, and turned back to Allah. This is the path of every believer: when you stumble, do not despair. Rise up, confess your shortcoming to Allah, and mix your repentance with good deeds. Allah’s mercy is greater than your sins, and His love for those who return to Him is immense. He says in another verse: *"Say, O My servants who have transgressed against themselves, do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful"* (Az-Zumar 39:53). So never let Shaytan convince you that you are beyond redemption. Turn to Allah now, and He will turn to you with His boundless forgiveness and mercy.
