إِلَّا مَن رَّحِمَ رَبُّكَ ۚ وَلِذَٰلِكَ خَلَقَهُمْ ۗ وَتَمَّتْ كَلِمَةُ رَبِّكَ لَأَمْلَأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ ۝١١٩
Illaa mar rahima Rabbuk; wa lizaalika khalaqahum; wa tammat Kalimatu Rabbika la amla`ana Jahannama minal jinnati wannnaasi ajma`een

Except whom your Lord has given mercy, and for that He created them. But the word of your Lord is to be fulfilled that, "I will surely fill Hell with jinn and men all together."

Translation — Tafsir

Word Meanings:

  • "illa man rahima rabbuk" — "except those upon whom your Lord has mercy": meaning those whom Allah has favored with His mercy and guided to faith.
  • "wa li-dhalika khalaqahum" — "and for that He created them": meaning for the purpose of mercy and guidance, or for the test of differing and being distinguished between the guided and the misguided.
  • "wa tammat kalimatu rabbik" — "and the word of your Lord has been fulfilled": meaning His decree and judgment has been firmly established and will certainly come to pass.
  • "la-amla'anna jahannama min al-jinnati wal-nasi ajma'in" — "I will surely fill Hell with jinn and people all together": meaning with the disobedient and rebellious among them who followed Satan.

Explanation of the Verse:

This noble verse completes the previous discussion about the differences that arise among people regarding faith and truth. Allah, the Exalted, clarifies that this difference is not absolute and universal — rather, there is an exception: those whom Allah has mercy upon, guiding them to the truth and granting them success in faith, do not fall into this destructive disagreement. They are united upon the worship of Allah alone, following His messengers, and adhering to the straight path.

The verse then reveals a profound divine wisdom: "And for that He created them" — meaning that Allah created humanity and jinn for this very purpose: that some would be guided by His mercy and others would deviate and differ. This is the test of life, where the two paths become clear, and every soul is facilitated toward what it was created for — the fortunate toward happiness and the unfortunate toward misery. This is not injustice from Allah, but rather perfect wisdom and justice, as He has given every soul the ability to choose and has sent messengers to clarify the truth.

Finally, the verse affirms the decisive decree: "And the word of your Lord has been fulfilled" — that Allah, in His eternal knowledge and perfect justice, has decreed that Hell will be filled with both jinn and humans who followed Satan and rejected guidance. This is not a random decree, but a consequence of their own choices after the truth was made clear to them.

A Call to Reflection and Faith:

Dear reader, ponder the greatness of this verse! It tells you that your Lord created you for a noble purpose — not for play or amusement, but to know Him, worship Him, and attain His mercy. The difference between people is a test, and the mercy of Allah is the greatest gift you can seek. Do not let yourself be among those who differ from the truth out of arrogance or heedlessness. Turn to your Lord with a sincere heart, seek His mercy, and follow the guidance He sent through His messengers. For His mercy encompasses all things, and His door of repentance is open until the final hour. Be among those who are united upon the truth, and you will be among the successful ones who are saved from the fire that is decreed for the disobedient. The choice is yours — so choose well, for your Lord has made the path clear and His promise is true.

📜 Verse 117-121 — Hud

117وَمَا كَانَ رَبُّكَ لِيُهْلِكَ الْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا مُصْلِحُونَ
And your Lord would not have destroyed the cities unjustly while their people were reformers.
118وَلَوْ شَاءَ رَبُّكَ لَجَعَلَ النَّاسَ أُمَّةً وَاحِدَةً ۖ وَلَا يَزَالُونَ مُخْتَلِفِينَ
And if your Lord had willed, He could have made mankind one community; but they will not cease to differ.
119إِلَّا مَن رَّحِمَ رَبُّكَ ۚ وَلِذَٰلِكَ خَلَقَهُمْ ۗ وَتَمَّتْ كَلِمَةُ رَبِّكَ لَأَمْلَأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ
Except whom your Lord has given mercy, and for that He created them. But the word of your Lord is to be fulfilled that, "I will surely fill Hell with jinn and men all together."
120وَكُلًّا نَّقُصُّ عَلَيْكَ مِنْ أَنبَاءِ الرُّسُلِ مَا نُثَبِّتُ بِهِ فُؤَادَكَ ۚ وَجَاءَكَ فِي هَٰذِهِ الْحَقُّ وَمَوْعِظَةٌ وَذِكْرَىٰ لِلْمُؤْمِنِينَ
And each [story] We relate to you from the news of the messengers is that by which We make firm your heart. And there has come to you, in this, the truth and an instruction and a reminder for the believers.
121وَقُل لِّلَّذِينَ لَا يُؤْمِنُونَ اعْمَلُوا عَلَىٰ مَكَانَتِكُمْ إِنَّا عَامِلُونَ
And say to those who do not believe, "Work according to your position; indeed, we are working.
